Approve and authorize the Contracts and Purchasing Officer or designee, to execute Renewal and Amendment No. 2 to Agreement No. A-15675 between the County of Monterey and Monterey County Business Council (MCBC) extending the agreement an additional two (2) years (January 1, 2025, through December 31, 2026) for a revised full agreement term of  January 25, 2022, to December 31, 2026, to expand program services with no change in the not-to-exceed amount of $3,000,000.

RECOMMENDATION:

It is recommended that the Board of Supervisors approve and authorize the Contracts and Purchasing Officer or designee, to execute Renewal and Amendment No. 2 to Agreement No. A-15675 between the County of Monterey and Monterey County Business Council (MCBC) extending the agreement an additional two (2) years (January 1, 2025, through December 31, 2026) for a revised full agreement term of  January 25, 2022, to December 31, 2026, to expand program services with no change in the not-to-exceed amount of $3,000,000.

 

SUMMARY:

On June 2, 2021, the Board of Supervisors approved ARPA funding allocation for Economic Recovery support. The remaining allocated amounts subject to these agreements is estimated at $4.8 million of which $1,800,000 is allocated for Monterey County Hospitality and Tourism Recovery. In total the County has allocated $9.6 million in ARPA funds towards economic endeavors which are required to be utilized within the next three years.

 

On January 25, 2022, the Board of Supervisors adopted a resolution to execute an agreement for ARPA Economic Recovery Countywide Business Retention Standard Agreement for Monterey County Business Council to perform all tasks necessary to develop and implement business retention programming in Monterey County, for the period of three (3) years, for the term January 25, 2022 through December 31, 2024, in the amount not-to-exceed $3,000,000.

 

On July 9, 2024, the Board of Supervisors approved Amendment #1 to the agreement with Monterey County Business Council to revise the agreement to expand program services to include support for broadband as these utilities impact underserved businesses and residents throughout Monterey County.

 

With the end on this program in December 2024 the Monterey County Business Council has requested to extend the term of the agreement through December 31, 2026 for continued support for broadband and add additional services to include the County of Monterey five (5) Year Comprehensive Economic Development Strategy (CEDS).

 

OTHER AGENCY INVOLVEMENT:

The Office of the Auditor-Controller as well as the Office of the County Counsel has approved this report as to form.

 

FINANCING:

Receiving this amendment does not impact the County budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The American Rescue Plan Act funding for Countywide Business Retention will provide programs and services that support the Board approved strategic initiatives.
