RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Chief Information Officer to execute an Agreement with Friends of Laguna Seca for Information Technology radio services for the term of March 18, 2025, through December 31, 2028; and

b. Authorize the Chief Information Officer or his designee to execute service order forms and such documents as are necessary for the performance of services pursuant to this agreement; and

c. Authorize the Chief Information Officer to sign up to two (2) additional amendments or term extensions to this Agreement, subject to County Counsel review, and provided that the terms and conditions of the agreement remain substantially the same.

 

SUMMARY:

Friends of Laguna Seca (FLS), a California non-profit corporation, currently receives Information Technology (IT) services at Friends of Laguna Seca Recreation Area (FLSRA) while transitioning under the management of DeVeera Incorporated.  The IT transition has been completed, however, FLS wishes to continue radio communications support. 

 

DISCUSSION:

The County has managed and supported the IT services at LSRA since 2019.  FLS has since transitioned to a new management company, DeVeera, Inc., that will service all IT-related needs.  However, the County shall maintain ownership of all related Federal Communications Commission (FCC) licenses used to operate the local Laguna Seca radio systems and manage all operational FCC-related tasks, providing general oversite to ensure compliance with applicable rules and regulations. In addition, the County will continue to verify temporary event radio systems to ensure they do not cause interference or impact the Next Generation Enterprise Network (NGEN) public safety radio communications system.

 

FLS will be responsible for coordinating protection services for the existing local Laguna Seca radio system as part of event management and may opt to utilize the County for this service. FLS will maintain ownership and all responsibilities associated with the existing local Laguna Seca radio system and infrastructure. Therefore, FLS requests ongoing services as directed and requested as needed.

 

The Chief Information Officer recommends the approval of this Agreement.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved the proposed agreement.  

 

FINANCING:

This agreement does not incur any additional cost to the County, but additional revenue would be generated based on labor performed by ITD staff upon FLS's request. Revenue will be based on the current hourly rate of the fiscal year in which the service was performed.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement will ensure that radio communication licenses are operational and compliant with the FCC.
