RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a Resolution to:

 

a.  Adopt a Mitigated Negative Declaration for the Robinson Canyon Road Bridge Scour Repair Project, Project No. 3851, Federal Aid Project No. BHLO - 5944 (099);

 

b.  Adopt a Mitigation Monitoring and Reporting Program;

 

c.  Authorize Resource Management Agency (RMA) - to proceed with the Robinson Canyon Road Bridge Scour Repair Project; and

 

d.  Authorize the RMA Director or the RMA Deputy Director of Public Works, Parks & Facilities to acquire Right of Way for the Robinson Canyon Road Bridge Scour Repair Project.

 

SUMMARY/DISCUSSION:

The proposed Robinson Canyon Road Bridge Scour Repair Project, Project No. 3851 (proposed project) is to address existing scour issues by installing scour protection on the substructure of the Robinson Canyon Road Bridge (Bridge No. 44C-0017).  The existing bridge was constructed over the Carmel River in 1971, and is located approximately 0.1 mile south of Carmel Valley Road and less than 0.1 mile north of Old Ranch Road in unincorporated Monterey County.  The existing bridge is 303 ft. long and 35 ft., 4 inches wide.  The existing bridge is a three-span bridge with two piers (Pier 2 and 3) and two abutments (Abutment 1 and 4).  The proposed project would implement scour countermeasures at Abutment 1, Pier 2 and Pier 3.  The proposed project will result in a structure that will meet current Caltrans specifications.  The proposed project would not require the construction of new infrastructure or modifications to the existing roadway. 

 

For purpose of the findings contained in this resolution, the “project” is as described above.

 

An Initial Study and a Mitigated Negative Declaration (IS/MND) have been prepared pursuant to the requirements of the California Environmental Quality Act (CEQA) to assess potential environmental impacts of the Robinson Canyon Road Bridge Scour Repair Project.  A Notice of Intent to Adopt an Initial Study/Mitigated Negative Declaration was filed with the Monterey County Clerk on February 8, 2018.  The document was circulated for a 30-day public review period from February 8, 2018 to March 12, 2018.  No comments were received.

 

OTHER AGENCY INVOLVEMENT:

The County of Monterey is the Lead Agency for the project.  The Resource Management Agency - Public Works, Parks & Facilities prepared and circulated an Initial Study and Mitigated Negative Declaration through the California State Clearinghouse.  The Planning Commission considered the project as part of the Capital Improvement Program (CIP) and found it to be consistent with the General Plan.

 

FINANCING:

The total estimated project cost, including project management, engineering, utility relocation and construction, is $1,435,320.  Costs incurred to date, along with the remaining FY 2017-18 budget total $733,654, leaving a project balance of $701,666.  RMA has included the remaining project balance of $701,666 in the department recommended budget for FY 2018-19 in Fund 002, Unit 8195, Appropriation Unit RMA012 to complete the design and right of way phases of the project and initiate the construction phase.  Design, environmental, right of way, and a portion of construction costs are anticipated to be funded one hundred percent (100%) by Federal Highway Administration (FHWA) Highway Bridge Funds and State Toll Credit Funds.
