RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign a Services Agreement, No. RSA161004080 (“Agreement”), with RelayHealth, a subsidiary of McKesson Technologies Inc., for the provision of professional services in the development, testing, and implementation of the RelayHealth Solutions health information exchange system, effective upon County’s execution of the Agreement (“Effective Date”) and continuing until termination or expiration of each Order Form executed thereunder; and

SUMMARY/DISCUSSION:

On December 11, 2012, the Blue Shield of California Foundation (BSCF) awarded a Safety Net Integration Grant (Grant) to the Monterey County Health Department in the amount of $199,879, with the purpose of improving the ability of California’s healthcare safety net to coordinate care for low-income populations through implementation of new strategies that strengthen the integration of community health centers, safety net hospitals and county-operated safety net providers.  One of the key objectives of the Grant is to develop an interface system to allow for the sharing of patient data from their different electronic health record systems. 

 

RelayHealth is a cloud-based Health Information Exchange (HIE) software platform currently in development.  The Monterey County Health Department - Clinic Services Bureau is collaborating with Natividad Medical Center (NMC) to participate in the development of this health information exchange (HIE) solution that is currently in use by Community Hospital of Monterey Peninsula (CHOMP) and subsidiary Community Health Innovations (CHI).   CHI has partnered with the medical community to create Central Coast Health Connect and Monterey County is participating in this project to address the need to share patient data between disparate systems while respecting the security and integrity of the patient data within the county.  The HIE enables the disparate electronic medical records systems to share discreet data elements and enables secure bi-directional data sharing.  The approval of this recommended action will enable RelayHealth to continue this project and move forward with the development, testing, and implementation of the software customization necessary for the inclusion of County of Monterey, Health Department.

 

This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative to: Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically: 4) Mobilize community partnerships and action to identify and solve health problems, and 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Auditor-Controller, and Contracts/Purchasing have reviewed and approved the Agreement.  Risk Management has reviewed and cannot approve the nonstandard indemnification, limitation of liability and insurance provisions.  The Health Department recommends moving forward as it is the selected software platform for Monterey County’s HIE

 

FINANCING:

The County of Monterey was awarded $199,879 from the Blue Shield of California Foundation (BSCF). The BSCF Grant will be used to cover the full amount of this Agreement.  In addition, there are sufficient appropriations and revenues in the Fiscal Year 2015-16 Health Department Clinic Services Adopted Budget (4000-HEA007-8438) to accommodate this action.
