RECOMMENDATION

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health to accept and implement the new three-year

$1,275,000 Bureau of Justice Assistance BJA) and Substance Abuse and Mental Health

Services Administration SAMHSA) Grant Grant Number 2010-DC-BX-0094) entitled

Monterey County Adult Treatment Court Expansion and Enhancement Project"

SUMMARY/ DISCUSSION

The Bureau of Justice Assistance BJA) and Substance Abuse and Mental Health Services

Administration SAMHSA), has awarded a three-year $1,275,000 Grant to the Monterey County

Health Department, Behavioral Health Bureau. The Behavioral Health Bureau will work with its

current contracted Alcohol and Drug providers in implementing services. The Grant entitled

Monterey County Adult Treatment Court Expansion and Enhancement Project" program will

focus on expanding and enhancing treatment opportunities for persons in the Monterey County

Drug Adult Treatment Court by expanding residential and outpatient treatment capacity,

focusing services to Latino offenders and Veterans, enhancing treatment through evidenced

based practices and implementing an Electronic Medical Record system.

The goal of this Grant will be to enhance culturally and linguistically competent services using

Motivational Interviewing and Seeking Safety. Community-based substance abuse programs will

be expanded to provide greater access to treatment; 4 sites will facilitate access to services. The

project will provide services to 231 individuals over 3 years, a minimum of 90 residential

treatment participants and 141 outpatient clients.

The program team will consist of. 10 FTE Project Director to be provided by the Behavioral

Health Alcohol and Drug Programs Supervisor, 1.0 FTE Psychiatric Social Worker PSW) and

1.0 FTE Deputy Probation Officer DPO). This Grant program will fund the utilization of one

existing full-time Deputy Probation Officer and one existing full-time Psychiatric Social Worker

that are currently supporting a program that will experience a discontinuation of grant funding

effective December 1, 2010. The Department will subsequently redistribute the workload of the

program for the reassigned DPO and PSW. Staffs expertise and training will incorporate the

evidence-based practice of Motivational Interviewing and Seeking Safety to meet the prevention

and treatment criteria of the BJA/SAMHSA grant. In addition, contractual services will be

provided for Evaluation and Performance Assessment as a measurement tool of the Adult

Treatment Drug Court grant program implementation.

County Counsel, Risk Management, and the Auditor-Controller have reviewed the Grant Award

Letters as to legal form, insurance requirements, and fiscal provisions respectively. A copy of the

Grant Award Letters are on file with the Clerk to the Board.

FINANCING

The recommended board action does not" include an increase to the revenue and expenditure

budgets at this time even though these are new funds previously not included in the Adopted

Budget. The budget adjustment will be deferred to later in the fiscal year if needed as directed

by the County Administrative Office Budget and Analysis review and recommendation.

Approval of this action has no impact to the General Fund Contribution.

The three-year BJA/SAMHSA Grant provides $625,000 for September 30, 2010 to September

29, 2011, $325,000 for September 30, 2011 to September 29, 2012, and $325,000 for September

30, 2012 to September 29, 2013. Grant funds will provide funding outpatient and residential

services designated to this Grant program. The approved budget also allocates funds for training,

travel, contractual services, equipment, supplies, and indirect administrative/operating costs.
