RECOMMENDATION:
The Board of Supervisors is asked to receive the Monterey County Parks Commission 2021 Annual Report.
Summary/DISCUSSION
The Monterey County Parks Commission (Parks Commission) was established in April 1966, to act in an advisory capacity to the Monterey County Board of Supervisors and the designated Department Director in the promoting, planning, maintenance, development, and operation of all recreation areas and facilities in the County Regional Parks system.
The Parks Commission is charged with submitting an annual report to the Board of Supervisors by July 30th each year summarizing the Parks Commission’s activities for the prior year and worked with the Department of Public Works, Facilities, and Parks (PWFP) in the preparation of this report. Attachment A provides the Parks Commission 2021 Annual Report. Despite COVID-19 impacts, 2021 proved to be a very active year for County Parks.
Staff requests the Board receive the Monterey County Parks Commission 2021 Annual Report.
OTHER AGENCY INVOLVEMENT:
PWFP serves as staff to the Parks Commission. The report was reviewed and approved by the Parks Commission on June 2, 2022.
FINANCING:
Parks Commissioners serve without compensation other than for reimbursement of reasonable and necessary expenses incurred for travel, lodging, and meals while on official business. Reimbursement is subject to the approval of the Board of Supervisors. No expense claims were submitted by the Parks Commissioners for Calendar Year 2021.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended action supports the Board of Supervisors Administration and Infrastructure strategic initiatives. The Parks Commission’s oversight and advisory role to the Board of Supervisors regarding the operations of recreation areas and facilities owned, controlled, or leased in the County
Parks system promotes the mission of County Parks. The Commission’s review and recommenda- tions regarding long-term capital outlay to both maintain current facilities and preserve cultural and natural resources provides guidance for the orderly, planned development of new facilities and facilitates County staff efforts to effectively managing its public parks program. The annual report provided by the Parks Commission also promotes the goal of transparency in government.
