a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with Action Council for $1,148,005 for the period July 1, 2014 - June 30, 2016 to provide Wraparound Administrative Services to adoption assisted families and foster youth and their families; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with Action Council for $1,148,005 for the period July 1, 2014 - June 30, 2016 to provide Wraparound Administrative Services to adoption assisted families and foster youth and their families; and

SUMMARY/DISCUSSION:
Monterey County has been operating a Wraparound program since 2002. Wraparound Monterey County offers intensive community based, and family driven, services to reunite or maintain children safely with their families and/or communities. The program collaborates between many partners. Primary referrals come through the Department of Social Services and the Probation Department. Monterey County Children's Behavioral Health is a key partner in the provision of Wraparound Monterey County.
Wraparound Monterey County is a model for Wraparound that provides intensive, family focused case management, high quality and flexible individual and family services, and a cost effective fiscal model for improving child well being. This model includes a Wraparound Care Coordinator Function, a Wraparound Administrative Service Function, and a Wraparound Provider Network. The Action Council provides the Wraparound Administrative Services Function which includes the maintenance of the provider network that supports child and family needs.
The Action Council was created in 1994. Their goal is to create public/private partnerships; to initiate community dialogue and action on critical issues; to provide a focal point for achieving community transformation and to develop resources to facilitate needed change. They have provided the Administrative Services Function for Wraparound Monterey County for the last four years.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
This agreement is funded with the Wrap Flex revenues. Sufficient appropriations and estimated revenues are included in the FY 2014-15 Adopted Budget. There is no impact to the County General Fund.
