a. Authorize the Chief Probation Officer to sign the Memorandum of Understanding with the Monterey County Office of Education for the High Risk Youth Education and Public Safety Program - Through and Beyond Program to receive funds in the amount of $185,909 from July 1, 2014 through June 30, 2015; and
b. Authorize the Chief Probation Officer to sign up to three (3) future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Chief Probation Officer to sign the Memorandum of Understanding with the Monterey County Office of Education for the High Risk Youth Education and Public Safety Program - Through and Beyond Program to receive funds in the amount of $185,909 from July 1, 2014 through June 30, 2015; and
b. Authorize the Chief Probation Officer to sign up to three (3) future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work.
SUMMARY:
Through and Beyond is a collaborative grant program funded by the High Risk Youth Education and Public Safety Program (SB 1095). This program is a yearly award by the State of California Department of Education providing academic, vocational and behavioral support, facilitation and supplemental services to high-risk youth and their families. Monterey County Office of Education (MCOE) Board approved the MOU on November 20, 2014.
DISCUSSION:
Monterey County Office of Education (MCOE) is the fiscal agent and lead agency for administration of this grant. The Through and Beyond collaborative is comprised of the Monterey County Superintendent of Schools, Monterey County Behavioral Health Division, Probation, Monterey County school districts, and community groups. MCOE has entered into separate agreements with each collaborative. The objective of the collaborative is to coordinate personalized support services to help eligible youth achieve optimum academic, vocational and behavioral success. Funding allocated to the Probation Department will be utilized to provide support services to youth at the Youth Center and in the Aftercare program.
OTHER AGENCY INVOLVEMENT:
The MOU has been approved by County Counsel as to legal form and by Auditor-Controller for fiscal provisions. MCOE has entered into separate MOUs with each collaborative of the Through and Beyond grant recipients.
FINANCING:
As the lead agency and fiscal agent for the grant, MCOE will disburse the funds to all the partners, and reimburse the Probation Department for the costs of the program in the amount of
$185,909 for fiscal year 2014-2015. The related expenditures and revenue have already been included in the approved budget for Department 2550, Unit 8162 for fiscal year 2014-2015.
