a. Approve and authorize the Director of the Emergency Communications Department to sign the 5th renewal amendment between the County of Monterey and TriTech Software Systems, a division of CentralSquare Technologies, LLC. retroactive to February 7, 2022 through February 6, 2023, for an amount not to exceed $291,342 which increases the agreement total to $1,372,682, to continue providing maintenance and support for the Department’s Computer Aided Dispatch System; and
b.Authorize the Director of the Emergency Communications Department to sign up to three additional renewals to this Agreement where each renewal will include a 5% annual escalator and may include additional support costs for changes to the System’s configuration.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Emergency Communications Department to sign the 5th renewal amendment between the County of Monterey and TriTech Software Systems, a division of CentralSquare Technologies, LLC. retroactive to February 7, 2022 through February 6, 2023, for an amount not to exceed $291,342 which increases the agreement total to $1,372,682, to continue providing maintenance and support for the Department’s Computer Aided Dispatch System; and
b. Authorize the Director of the Emergency Communications Department to sign up to three additional renewals to this Agreement where each renewal will include a 5% annual escalator and may include additional support costs for changes to the System’s configuration.
SUMMARY/ DISCUSSION:
The Monterey County Emergency Communications Department (ECD) is a consolidated public safety answer point and dispatch facility serving 28 law enforcement, fire protection, and emergency medical services (EMS) response agencies throughout Monterey County. Calls for service are dispatched through the ECD’s Computer Aided Dispatch (CAD) system.
The Department executed the original support agreement with TriTech Software Systems, LLC. (TriTech) for the Inform CAD system on December 15, 2015. This renewal amendment allows for continued maintenance and support for the CAD system and provides all updates and patches for the system. This renewal amendment continues nonstandard liability and indemnification language which were approved by Risk Management as part of the Original Agreement.
This amendment is retroactive because of significant delays in the vendor providing renewal documents. The Department has emphasized the need for timely renewal documentation to TriTech and will make all efforts to avoid retroactive renewals in the future.
OTHER AGENCY INVOLVEMENT:
County Counsel has approved this Agreement as to legal form. The Auditor-Controller and Contracts/Purchasing have reviewed and approved this Agreement.
FINANCING:
Sufficient appropriations and estimated revenues are included in 028-8507-EME004 in the FY2022/23 Adopted Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Board’s Public Safety Strategic Initiative by allowing the Department of Emergency Communications to maintain the Computer Aided Dispatch system for public safety dispatching.
