Approve and authorize the Director of Human Resources, or designee to sign a Student Placement Agreement, a non-standard agreement, with the Hartnell College Foundation for the participation of the Salinas Valley Promise program, to match college students with County professionals to serve as mentors effective September 17, 2019, through July 31, 2022.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

Approve and authorize the Director of Human Resources, or designee to sign a Student Placement Agreement, a non-standard agreement, with the Hartnell College Foundation for the participation of the Salinas Valley Promise program, to match college students with County professionals to serve as mentors effective September 17, 2019, through July 31, 2022

 

SUMMARY/DISCUSSION:

The Salinas Valley Promise program combines instructional excellence with professional guidance, leadership development, life-skills training and a scholarship to ensure student’s success.  Some of the benefits of the Salinas Valley Promise program is the students will pay zero in-state tuition as a first-year full-time student, regardless of family income and will also receive a free computer.  The Salinas Valley Promise program is a comprehensive strategy that will greatly reduce financial barriers and strengthen student support through scholarship, mentorship and training in leadership and other life skills.  The program’s vision is to provide critical resources to increase college completion and grow the educated workforce in order to foster a more vibrant, prosperous and secure community.

 

The Director of Human Resources has been in discussions with members of the Hartnell College Foundation advisory group to participate in the Salinas Valley Promise program.  With Board approval of this proposal the Hartnell College Foundation will provide the students for Monterey County employees to mentor through the Salinas Valley Promise program.  The Human Resources Department will be sending a countywide invitation to recruit up to 50 of our own County professionals to serve as mentors to the students of the Salinas Valley Promise program.  Some of the requirements to be a mentor are:

 

                     County mentors to commit to one-year

                     Participate in two mandatory meetings for 2 hours after working hours, either Friday evening or Saturday afternoon.  County Mentors have the option to choose from:

o                      Option A

§                     Friday, February 21, 2020, 5:30 - 7:30 PM

§                     Saturday, May 9, 2019, from 12:00 - 2:00 PM

OR

o                     Option B

§                     Saturday, February 22, 2020, 12:00 - 2:00 PM

§                     Friday, May 8, 2020, 5:30 - 7:30 PM

 

On average County mentors will volunteer approximately a half hour per mentee per month.  The mentors will promote the diversity of County careers and provide students (from multiple grade levels and areas of study) with opportunities to gain the knowledge they need to successfully complete their mentorship educational goals.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel, Auditor-Controller, and Risk Management have reviewed and concur with the proposed Student Agreement as to form.

 

FINANCING:

Approval of this recommended action will not result in an impact to the County’s General Fund. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Approval of the recommended actions further advance all of the Board’s Initiatives, due to the overarching mentorships provided within the County organization.
