RECOMMENDATION:
It is recommended that the Board of Supervisors adopt the attached resolution to:
a.      Authorize the Director of the Monterey County Health Department to accept an Investment in Mental Health Wellness Grant of $193,615.80 from the California Health Facilities Financing Authority ("CHFFA Grant") for the provision of financial support for the Mobile Crisis Support Program of the Monterey County Health Department, Behavioral Health Bureau (Grant Period June 26, 2014 to June 30, 2015); and
b.      Designate the Director of the Monterey County Health Department with the right, power, and authority to enter into Grant Agreement Number MONT-01; and
c.      Designate the Director of the Behavioral Health Bureau of the Monterey County Health Department to act on behalf of the County of Monterey in the implementation of the Bureau's Mobile Crisis Support Program during the useful life of the CHFFA Grant project, including designating the Director of the Behavioral Health Bureau with the right, power, and authority to enter into other CHFFA Grant-related documents.
 
SUMMARY/DISCUSSION:\
To further the intent of the Mental Health Services Act (MHSA), Senate Bill 82, Investment in Mental Health Wellness Act of 2013 was established and approved by the Governor on June 27, 2013 to provide funds towards mental health crisis intervention, stabilization, treatment, services and support to selected counties.  The State of California Health Facilities Financing Authority Act (CHFFAA) authorizes the State of California Health Facilities Financing Authority (CHFFA) to provide these funds.  The CHFFA was established in 1979 and operates pursuant to the CHFFAA in the California Government Code Sections 15430-15462.5 <http://www.leginfo.ca.gov/cgi-bin/displaycode?section=gov&group=15001-16000&file=15430-15462.5>.
 
The CHFFA has awarded a one-year $193,615.80 grant under the Investment in Mental Health Wellness (IMHW) grant program to the Monterey County Health Department, Behavioral Health Bureau.  The grant entitled "Mobile Crisis Support" program will provide for equipment to implement mobile crisis intervention responders.  The Monterey County's new Mobile Crisis Support (MCS) program is designed to serve children, adults and families experiencing a psychiatric crisis who are at risk of hospital, emergency room, or law enforcement intervention.
The MCS program will increase access and capacity for community based mental health crisis services.  Monterey County's current continuum of crisis mental health intervention care does not include mobile services.  With the grant funds allocated to the MCS program, the Behavioral Health Bureau will purchase five vehicles and seven radios, and finance three months of start-up program costs to accomplish crisis intervention goals.  The program team will consist of 3.0 FTE new Crisis Intervention Specialists, as well as existing crisis supervisors and staff using Realignment funds.  
      
Funding of this grant will become effective upon the County meeting grant requirements as outlined in the CHFFA/IMHW Grant Agreement and program regulations (Ref. Section 1.6 of Grant Agreement) and providing the CHFFA the signed Grant Agreement (attached) and approved Board Order and Resolution.
 
The authority sought in the attached resolution is intended to provide delegated authority to the Director of Health and the Director of the Behavioral Health Bureau in connection with the one year period of the Grant Agreement and any documents related to the Grant Agreement. The Health Department will return to the Board of Supervisors for approval of any amendments, extensions or renewals of the Grant Agreement.
 
This work supports the Monterey County Health Department 2011 - 2015 Strategic Plan Initiative: 1) Empower the community to improve health through programs, policies, and activities.  It also supports one of the ten essential public health services, specifically:  10) Research new insights and innovative solutions to health problems.
 
OTHER AGENCY INVOLVEMENT:
The Fleet Manager anticipates receiving the request to purchase five vehicles for the Behavioral Health Bureau.  County Counsel, Auditor-Controller, and Risk Management have reviewed and concur with the grant conditions and Grant Agreement as to the legal, fiscal provisions, and risk liability.  The Notice of Grant Award, Grant Application, Grant Agreement and Resolution are on file with the Clerk of the Board.  
 
FINANCING:
The one-year CHFFA/IMHW grant period provides a total grant award of $193,615.80 ending June 30, 2015.  The Grant Agreement is funded by the CHFFA/IMHW grant (100%).  The recommended board action does not include an increase to the revenue and expenditure budgets at this time even though these are new funds previously not included in the Adopted FY 2014-15 Behavioral Health (HEA 012, 8410) Budget.
