RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a Resolution:
 
a. Accepting the Certificate of Completion for construction of the Investment Grade Audits and Energy Efficiency Measures, Project No. 8550, performed by Honeywell International, Inc.; and
 
b. Authorizing the Director of Public Works to execute and record the Notice of Completion for the Investment Grade Audits and Energy Efficiency Measures, Project No. 8550, performed by Honeywell International, Inc.
 
SUMMARY/DISCUSSION:
On June 24, 2011 the County entered into an agreement with Honeywell International, Inc. (Honeywell) to complete Investment Grade Audits (IGA) at fourteen County facilities.  The IGA was completed in October 2011 and several criteria were used to select a combination of Energy Efficiency Measures (EEM) to be implemented.  The selected EEM include repairing existing or installing new heating units, air conditioning units, and exhaust fans, installing new thermostats and conducting air balancing (Exhibit A).
 
On December 6, 2011, the Board of Supervisors approved Addendum No. 1 to the Agreement with Honeywell to implement the EEM selected.  Work commenced in March 2012.  The County approved Change Order No. 1 to address unforeseen conditions discovered during retrofits.  The County also issued Addendum No. 2 to the Agreement to fund additional EEM that were recommended in the Phase 1 IGA, thereby consuming most of the construction contingency.  The final value of the Agreement is $1,041,277.  Work was completed on schedule and within budget.  The contract is now complete in all respects in accordance with the Plans and Special Provisions.  The work is ready to be accepted by the Board of Supervisors.
 
OTHER AGENCY INVOLVEMENT:
As the granting agency, Department of Energy was actively involved in the development of the project.  Affected County departments were engaged during Phases I and II of the Project.
 
FINANCING:
There is no impact to the General Fund.  The project is fully funded with Energy Efficiency and Conservation Block Grant (EECBG) funds.  Through redistribution of funds from other EECBG activities, the revised combined total Phase I and II project funding is $1,269,757, which is sufficient to cover estimated final project costs for project development, environmental documentation, grant administration, contract negotiations, design, engineering, construction, and project management.  Operations and maintenance will be funded with the RMA - Public Works annual operating budget.
