Approve and authorize the Monterey County Laguna Seca Representative to:
a. Execute a Standard Agreement between Nelson Holman dba Holman’s Hook N’ Haul and the County of Monterey for towing and safety services for WeatherTech® Raceway at Laguna Seca with a term beginning May 1, 2023, through December 31, 2024, for an amount not to exceed $400,000.
b. Execute up to 3 future amendments to the Standard Agreement where the total amendments do not exceed 10%, or $40,000 of the agreement amount and do not significantly change the scope of work, subject to County Counsel approval.

RECOMMENDATION:
It is recommended that the Board of Supervisors approve and authorize the Monterey County Laguna Seca Representative to:
a. Execute a Standard Agreement between Nelson Holman dba Holman’s Hook N’ Haul and the County of Monterey for towing and safety services for WeatherTech® Raceway at Laguna Seca with a term beginning May 1, 2023, through December 31, 2024, for an amount not to exceed four hundred thousand dollars ($400,000).
b. Execute up to three (3) future amendments to the Standard Agreement where the total amendments do not exceed ten percent (10%), or $40,000, of the agreement amount and do not significantly change the scope of work, subject to County Counsel approval.
SUMMARY/DISCUSSION:
Nelson Holman dba Holman’s Hook N’ Haul (Holman’s) has been providing services to WeatherTech® Raceway at Laguna Seca (WRLS) since 2011. Holman’s, is an experienced partner of the track, providing the required tow services for track rental and spectator events. Holman’s is vital to WRLS track operations, fulfilling a safety requirement that a tow truck must be on site whenever the track is in use. In addition to tow services, Holman’s will provide the necessary safety services for the track operations previously provided by another vendor who is no longer a viable option. Holman’s is appropriately certified and holds all required insurance.
Staff requests the Board of Supervisors approve and authorize the Monterey County Laguna Seca Representative to execute the proposed Standard Agreement (Attachment A) to ensure availability of required towing and safety services onsite when the track is in use.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel and Auditor-Controller’s Office reviewed and approved the proposed Agreement as to form and fiscal provisions, respectively.
FINANCING:
The cost of the contracted services provided by Holman’s is not to exceed $400,000 for the duration of the Agreement. There is sufficient funding in the Fiscal Year 2022-2023 Adopted Budget, LSRA Fund 453, Budget Unit 8579, Appropriation Unit PFP067. Future budget requests will include sufficient appropriations.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended action supports the Board of Supervisors Strategic Initiative for Health & Human Services. Use of Holman’s services provides essential towing and safety services for Facility users during track rentals and spectator events.
