RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Contracts/Purchasing Officer or designee to execute a retroactive non-standard Agreement with Stericycle, Inc, for the removal and destruction of biohazard medical waste and pharmaceutical waste, effective September 1, 2023, thru August 31, 2028, in a total amount not to exceed $54,946.

 

SUMMARY/DISCUSSION:

The Monterey County Sheriff’s Office (MCSO) requests approval of this agreement.

 

Hazardous waste retrieval and disposal services are required by various agencies, including Occupational Safety and Health Administration (OSHA), per waste segregation requirements as defined by the Environmental Protection Agency (EPA). MCSO collects and removes hazardous material in the course of its daily operations. This hazardous material is destroyed in accordance with OSHA standard 1926.65. Stericycle possesses the necessary licensure and has the facility to accept and dispose of the hazardous material.

 

MCSO has used Stericycle for several years, and Stericycle has a proven track record. This contract will allow Stericycle to continue to take all actions reasonably necessary to collect and dispose of all material in accordance with OSHA/EPA requirements. 

 

MCSO paid $7,500 for service last year and $8,100 the previous year. The cost of this agreement includes an increase in fees over the next few years along with the cost for an additional container and unscheduled pickup. 

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Auditor-Controller and Risk Manager have reviewed this non-standard Agreement.

 

FINANCING:

The cost of this agreement was included in the FY 23-24 Adopted Budget. There will be no increase in General Fund Contribution in the current fiscal year resulting from this Board action.
