RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve the County of Monterey Procurement Manual to be included in the Board Policy Manual.

 

SUMMARY/DISCUSSION:

The County of Monterey Procurement Manual is a comprehensive resource to promote responsible stewardship of County funds and effective procurement practices. This Manual outlines policies, guidelines, and best practices for procurement, acquisition methods, authorization, distribution, and utilization of procurement processes for goods and services. The administration of the County Procurement Manual is governed by the Contracts and Purchasing Officer.

 

The Procurement Manual, dated 2008, required updates due to Federal, State, and County regulations and ordinances. The updated Manual provides training and support for County staff, ensuring they have the necessary knowledge to navigate and adhere to procurement procedures efficiently.

 

Approving this Procurement Manual will establish a framework for accountability, transparency, and responsible decision-making.

 

The County is currently pursuing the draft of a Policy for Federal Grant Procurements. Once approved by the Board, the Policy for Federal Grant Procurements will be added to the Manual.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Risk Management have reviewed and approved the County of Monterey Procurement Manual.

 

FINANCING:

Funds for these services are contained within the approved budget allocations of the department utilizing the services. Expenditures will depend on the actual services requested by the County.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Board’s approval of this Manual will enhance the County’s procurement processes and promote transparency, accountability, and responsible use of public funds for the procurement of goods and services.
