Title: a. RECOMMENDATION

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute Amendment No. 1 to Mental Health Services Agreement A-16946 between the County of Monterey and Altos Health Partners (AHP) for the provision of Electroconvulsive therapy (ECT) services, to extend the term for one (1) additional fiscal year and add $61,875 of additional services, for a revised total Agreement amount not to exceed $82,500 for a new term of April 1, 2024 through August 31, 2025 and retroactive to September 1, 2024; and

b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments where the combined amendments do not exceed 10% ($8,250) of the original Agreement amount, do not significantly change the scope of services, and do not increase the total not to exceed amount over $90,750.

SUMMARY/DISCUSSION

The County currently has Agreement A-16946 with Altos Health Partners for a current contracted dollar amount of $20,625. This Amendment No. 1 adds $61,875 for additional services for a new total agreement amount of $82,500 and extends the term of the agreement to August 31, 2025 to continue to serve Monterey County residents. AHP provides specialized and personalized ECT outpatient services for all eligible adults. The goal and objectives are to provide the appropriate treatment options that will assist in increasing the healing and wellness of the client. This Agreement is retroactive to September 1, 2024 due to revisions to the contractor’s legal name, including awaiting appropriate signature to the change made.

 

This work supports the following County of Monterey Health Department 2018-2024 Strategic Plan Goal(s): 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT

County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING

This Agreement is funded by Realignment funds (100%). The funds for FY 2024-25 are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2024-25 adopted budget. The funds for FY 2025-26 will be included in the Department’s requested budget for that FY.
