Report

RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve the Director of Health Services or designee to accept a grant from the California Department of Fish and Wildlife, to provide regular monthly, quarterly, and annual lab analysis testing of water samples, and provide repeat urgent lab analysis testing of water samples, at the County of Monterey Consolidated Chemistry Laboratory; and

b. Approve and authorize the Director of Health Services or designee to execute Grant Agreement S2540002 for a total grant amount of $4,500 for the grant period from July 1, 2025 to June 30, 2028.

 

SUMMARY DISCUSSION:

County of Monterey Consolidated Chemistry Laboratory is certified by the State Water Resources Control Board to perform drinking water testing. This Agreement would continue the established relationship between the California Department of Fish and Wildlife and the County of Monterey for water testing services. The California Department of Fish and Wildlife delivers drinking water samples from the Elkhorn Slough Ecological Reserve to the Consolidated Chemistry Laboratory for regular bacteriological analysis and repeat urgent testing to meet testing requirements per California Code of Regulations, Title 22, Chapter 15, Section 64415.

 

This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goals:

1) Build community power and partners’ capacity to increase equity and improve health; and 2) Provide exceptional person-centered care through accessible, community-focused health services. It also supports three of the ten essential public health services, specifically: 1) Assess and monitor population health status, factors that influence health, and community needs and assets; and 2) Investigate, diagnose, and address health problems and hazards affecting the population; and 3) Communicate effectively to inform and educate people about health, factors that influence it, and how to improve it.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Auditor- Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

There is no cost to the County for this Agreement. There are sufficient appropriations in the Health Department’s (001-4000-8124-HEA003) requested FY 2025-2026 budget for this Agreement.
