Adopt a Resolution authorizing the Director of Health, or Assistant Director of Health, on behalf of Monterey County, to execute and submit all necessary applications, contracts, payment requests, agreements, annual reports, expenditure reports, documents, and amendments thereto for the purposes of executing the State of California Natural Resources Agency’s Department of Fish and Wildlife Grant Agreement for Local Government Oil Spill Contingency Plan Coordination [P1775018] and to accept funds from the grant with a maximum of $10,000 for a term from July 1, 2017 or upon grant approval, whichever is later, through June 30, 2018, and to implement and carry out the purposes specified in the Grant Agreement.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt a resolution authorizing the Director of Health, or Assistant Director of Health, on behalf of Monterey County, to execute and submit all necessary applications, contracts, payment requests, agreements, annual reports, expenditure reports, documents, and amendments thereto for the purposes of executing the State of California Natural Resources Agency’s Department of Fish and Wildlife Grant Agreement for Local Government Oil Spill Contingency Plan Coordination [P1775018] and to accept funds from the grant with a maximum of $10,000 for a term from July 1, 2017 or upon grant approval, whichever is later, through June 30, 2018, and to implement and carry out the purposes specified in the Grant Agreement.
SUMMARY/DISCUSSION:
The Health Department’s Environmental Health Bureau includes Hazardous Materials Management Services which is responsible for hazardous materials releases and spills. This grant will provide funding for training, drills, and rewriting or revising the County oil spill contingency plan and local hazardous materials plan.
This work supports the Department of Health strategic initiatives 1) Empower the community to improve through programs, policies, and activities and 2) Enhance community health and safety by emphasizing prevention. This work also supports one of the Essential Public Health Services in that it supports enforcing laws and regulations that protect health and ensure safety.
OTHER AGENCY INVOLVEMENT:
The Grant Agreement is between the California Department of Fish and Wildlife and the County of Monterey.
FINANCING:
There is no impact to the General Fund resulting from this Board action.
