It is recommended that the Board of Supervisors:

SUMMARY:
Natividad Medical Center recommends the addition of the following positions: Systems and Programmer Analyst III, IT Project Management Analyst III, and Hospital Security & Database Administrator to the Information Technology (IT) Department at Natividad Medical Center to assist with the elimination of consultants/contract staff and recruit qualified County-employed incumbents into these critical positions.
DISCUSSION:
Natividad Medical Center has run a stand-alone Information Technology Department at the hospital for approximately 7 years. Since establishing its own IT Department, NMC has created a number of IT-related classifications to fulfill various roles within the department, and for roles for which an appropriate classification was not available or a successful candidate could not be found, NMC entered into agreements with various IT agencies (i.e., Beacon, E-Care Management, VersaWorks). At this time, there are many highly sensitive IT-related projects underway, and NMC cannot reduce or eliminate any of the consultant/contract staff without first recruiting successful candidates to fulfill each of the roles currently performed by a consultant/contract. NMC reviewed County classification specifications with its IT Strategist and IT Physician Champion to identify positions that currently exist in the County that may meet this need. As a result, NMC is recommending adding the specific IT-related positions of: Systems and Programmer Analyst III, IT Project Management Analyst III, and Hospital Security & Database Administrator to the FY 2014-2015 Adopted Budget in order for NMC to reduce its dependence on IT-related contracts and recruit and retain qualified IT professionals to fill these critical positions.
OTHER AGENCY INVOLVEMENT:
This recommendation was discussed with the Monterey County Information Technology Department and the Monterey County Human Resources Department.
FINANCING:
The total of the above action results in a savings of approximately $313,129.32 annually. The annualized amount listed above was included in the Natividad Medical Center Budget - Unit 9600 for FY 2014-15, and will be offset by a reduction in cost for Consultants/Contract Staff in the Information Technology Department. NMC is confirming its appropriations position and if its spending authority has been exceeded will return to the Board. There is no impact to the General Fund.
