RECOMMENDATION:
It is recommended that the Board of Supervisors adopt an ordinance, amending Sections 12.24.010 and 12.24.020 of the Monterey County Code to designate Foothill Road a through highway from River Road to Paraiso Springs Road in Soledad and amending Section 12.24.020 to establish stop intersections at the intersections of Foothill Road and Colony Road, Foothill Road and Mile End Road, Foothill Road and Mission Road, and Foothill Road and Paraiso Springs Road in the Soledad area in the unincorporated area of the County of Monterey.
 
SUMMARY/DISCUSSION:
The County received a public request for stop signs at Colony Road, Mile End Road, Mission Road, and Paraiso Springs Road at Foothill Road in the Soledad area. Resource Management Agency - Public Works has reviewed the request and determined that traffic would be better served by designating Foothill Road as a through highway from River Road to Paraiso Springs Road.  This designation will authorize stop sign locations at entering roadways at four intersections.
 
On August 27, 2013, the Board introduced, waived the reading and set September 10, 2013 for consideration of adoption of an ordinance to amend Sections 12.24.010 and 12.24.020 of the Monterey County Code to designate Foothill Road a through highway from River Road to Paraiso Springs Road in Soledad and amend Section 12.24.020 to establish stop intersections at the intersections of Foothill Road and Colony Road, Foothill Road and Mile End Road, and Foothill Road and Mission Road in the Soledad area in the unincorporated area of the County of Monterey.   Staff revised the ordinance to include a stop intersection at Paraiso Springs Road at Foothill Road.  On September 10, 2013, the Board considered the ordinance as revised and set September 17, 2013 for consideration of adoption of the ordinance as revised.
 
If adopted, stop signs will be placed at Colony Road, Mile End Road, Mission Road and Paraiso Springs Road.
 
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel approved the ordinance as to form. The California Highway Patrol concurs with this recommendation.   
 
FINANCING:
There is no financial impact to the General Fund.  Traffic control devices are paid from the Road Fund.  The cost to install the necessary signing is estimated at $800.00.  There are sufficient appropriations available in the Road Fund (Fund 002, Unit 8195) to finance this work.
