RECOMMENDATION:
It is recommended that the Board of Supervisors approve and authorize the Monterey County Laguna Seca Representative to execute Amendment No. 2 to Standard Agreement A-15540 between Nelson D. Holman dba Holman’s Hook N’ Haul and the County of Monterey for towing and recovery services for WeatherTech® Raceway at Laguna Seca with a term beginning August 19, 2020, through December 31, 2022, for an amended not-to-exceed amount of three hundred thousand dollars ($300,000).
SUMMARY/DISCUSSION:
Nelson D. Holman dba Holman’s Hook N’ Haul (Contractor) and the County of Monterey (County) executed a Standard Agreement (Agreement) on August 13, 2020, for towing and recovery services at WeatherTech® Raceway at Laguna Seca. The initial Agreement term was August 19, 2020 through December 31, 2022, with a not-to-exceed amount of $90,000 (Attachment A). Contractor and County executed Amendment No. 1 to the Standard Agreement (Amendment No.1) on September 29, 2021 to increase the not-to-exceed sum to $180,000 (Attachment B).
A&D Narigi Consulting, LLC (A&D) the County’s contracted management firm for Laguna Seca Recreation Area (LSRA) wishes to amend the Agreement increasing the value of the Agreement by an additional $120,000 for an amended not-to-exceed amount of $300,000 (Attachment C-Proposed Amendment No. 2). The Agreement term remains unchanged. The proposed Amendment No. 2’s amended not-to-exceed amount is sufficient to cover the required services through the end of the Agreement term. Contractor is now utilized for all track rentals, rather than as a backup, which was the original intent of the Agreement. Contractor’s services are vital to the track rental operation at WeatherTech® Raceway at Laguna Seca, as a tow truck must be on-site whenever the track is in use. Advanced Fire & Rescue (AFR) is contracted as the main towing and recovery services vendor; however, AFR experienced challenges over the past several months that have not allowed AFR to be on-site.
Staff requests the Board of Supervisors approve and authorize the Monterey County Laguna Seca Representative to execute Amendment No. 2 to ensure towing and recovery services are available on-site whenever the track is in use.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel and Auditor-Controller’s Office reviewed and approved the proposed Amendment No. 2 as to form and fiscal provisions, respectively.
FINANCING:
The amended contracted services provided by Contractor are not to exceed $300,000 for the duration of the Agreement. There is sufficient funding in Laguna Seca Recreation Area Fund 453, Appropriation Unit CAO046, to cover the increased fees in this Agreement in Fiscal Year 2021-22. Future cost for services for the remainder of this Agreement will be included in Fiscal Year 2022-23 Recommended Budget in Fund 453, under its new Appropriation Unit PFP067.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended action supports the Board of Supervisors Strategic Initiative for Health & Human Services. Use of Holman’s services provides essential towing and recovery services for Facility users during track rentals and spectator events.
