Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                      Approve and authorize the Director of Health or Assistant Director of Health to execute a three (3) year Mental Health Services Agreement with Fred Finch Youth Center in Oakland, CA for the provision of mental health services, medication support, crisis intervention, case management, and residential services for Monterey County youth that require the highest level of care, in the amount of $903,628 for Fiscal Year (FY) 2016-17, $903,628 for FY 2017-18, and $914,789 for FY 2018-19, for a total Agreement amount not to exceed $2,722,045, retroactive to July 1, 2016 through June 30, 2019; and

b.                      Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($272,205) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

This new Mental Health Services Agreement with Fred Finch Youth Center replaces Agreement A-12522 that expired on June 30, 2016.  Fred Finch Youth Center will provide medication support services, case management / brokerage, crisis intervention services, therapeutic behavioral services, and mental health services, to include assessment and plan development, individual, group and family therapy, and mental health rehabilitation for five Monterey County youth.  In addition Fred Finch Youth Center will provide Group Home Board and Care at the highest State Rate Classification Level 14 for five County youth placements.

 

Fred Finch Youth Center provides services to youth who require the highest level of residential care, or who would require periodic inpatient hospitalization, placement at out-of-state facilities, or in a juvenile justice facility. The goals for the services provided in this Agreement are to reduce inappropriate behavioral and/or psychiatric symptoms to a level of care whereby the youth can return home or move to a lower level of care.

 

This Agreement is delayed in being brought before your Board due to several factors including contract negotiation and fiscal year-end workload issues.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively. A copy of this Agreement is on file with Clerk of the Board.

 

FINANCING:

This Agreement is funded by Federal Financial Participation (11%), 2011 Realignment revenues (EPSDT; 5%), and Special Education Local Plan Area (SELPA; 84%) funds that pay for children who are placed through the Individual Education Plan (IEP).  The funds for this Agreement ($903,628) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year (FY) 2016-17 Adopted Budget.  The funds for this Agreement for FY 2017-18 ($903,628) and FY 2018-19 ($914,789) will be included in the respective Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2017-18 and FY 2018-19 Requested Budgets.
