RECOMMENDATION:
It is recommended that the Board of Supervisors consider adopting a Resolution to:
a. Amend the FY 2026-27 County Administrative Office Adopted Budget (1001-105010-61000 - General-Economic Development Administration-Salaries and Employee Benefits) to reallocate one (1) Management Analyst II to one (1) Management Analyst III as indicated in Attachment A, effective October 31, 2026; and
b. Direct the County Administrative Office and Auditor-Controller to incorporate the approved position changes in the FY 2026-27 Adopted Budget and the Human Resources Department to implement the changes in the Advantage Human Resources Management (HRM) system.
SUMMARY:
The County Administrative Office submitted a Request to Classify (RTC) to reallocate one (1) Management Analyst II to one (1) Management Analyst III in its Economic Development Division. A review of the identified essential job duties, scope of work, complexity, and consequence of error was found to most closely align with the Management Analyst III classification.
The Office currently has one filled Management Analyst II and recommends that the position be reallocated to a Management Analyst III to more appropriately staff the Economic Development Division.
DISCUSSION:
The County Administrative Office submitted a Request to Classify (RTC) to reallocate one (1) Management Analyst II to one (1) Management Analyst III in its Economic Development Division. A review and analysis of the division identified the need for a dedicated full-time position to provide the most complex work of the division and to fill in for the director in their absence. This position has had increasing complexity of scope of job duties in the last couple of years and in a review of the identified essential job duties, scope of work, complexity, and consequence of error was found to most closely align with the Management Analyst III classification.
Therefore, the County Administrative Office recommends that the Board of Supervisors reallocate the position from Management Analyst II to Management Analyst III.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Human Resources Department concurs with the recommendations.
FINANCING:
Approval of the recommended action would result in an estimated salary increase of $6,952 for the remainder of the Fiscal Year 2026-27 and the County Administrative Office would be able to absorb the estimated increase in their budget.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
The proposed recommended actions demonstrate the County’s commitment in recruiting, retaining, and attracting a diverse, talented workforce that supports the mission of the County of Monterey.
