RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Project Specific Maintenance Agreement with the California Department of Transportation (Caltrans) for the State Highway Route 183/Castroville Complete Streets Project, 05-1H650, for a term effective the execution date of the Agreement until mutually terminated; and
b. Authorize the Director of Public Works, Facilities and Parks to execute the Project Specific Maintenance Agreement and submit the fully executed Agreement to the County Recorder for filing.
SUMMARY:
The California Department of Transportation (Caltrans) in cooperation with the Transportation Agency of Monterey County (TAMC) and the County of Monterey (County), will be constructing safety and operational improvements along State Highway Route (SR) 183/Castroville Complete Streets Project, 05-1H650 (Project) in the County.
The recommended actions will establish a Project Specific Maintenance Agreement (PSMA) with Caltrans to mutually set forth the maintenance and operational responsibilities for the improvements of the Project constructed within the State’s right of way.
DISCUSSION:
SR 183 (locally known as Merritt Street) is a conventional highway that serves as the “Main Street” through Castroville. The Project, from post mile (PM) R8.3 to PM 9.98, will rehabilitate the pavement, address essential bridge maintenance needs, and improve multimodal features, including transit stops, sidewalks, driveways, and curb ramps. The Project will also install new Intelligent Transportation System features and improve aesthetics, bicycle network continuity, and pedestrian safety.
The recommended actions would allow for the approval of the PSMA between the County and Caltrans (Attachment A), formally outlining the shared maintenance and operational responsibilities for the Project on the State Highway System.
Staff recommends that the Board approve the proposed PSMA to define and establish the respective roles and maintenance responsibilities of the County and Caltrans. The PSMA will take effect upon execution and will remain in place until mutually terminated by both parties.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of the County Counsel, including Risk Management, has reviewed and approved the proposed PSMA as to form and liability provisions. The County has worked in partnership with Caltrans, TAMC, Monterey-Salinas Transit, Castroville Community Services District, and North County Recreation and Park District on the maintenance of the streetscape feature that the Project will construct.
FINANCING:
The PSMA will have no immediate financial impact on the County in fiscal year (FY) 2025-26. Construction for the Project improvements along SR 183 began in June 2025. However, once the Project is completed and vegetation expands, the PSMA will bring new maintenance responsibilities on the County, affecting the Road Fund. At that time, estimated maintenance costs will be included in future operation and maintenance budgets and the appropriate FY baseline budget request for Road Fund 002, Appropriation Unit PFP004. This Project will be funded by Caltrans and TAMC.

The recommended actions support the Board of Supervisors’ Plan Goals for Sustainable Infrastructure, both now and in the future by implementing essential safety enhancements that improve traffic flow, reduce congestion, and minimize collisions on SR 183 and key intersections. These improvements directly respond to community concerns, benefiting residents, County constituents, and visitors alike.
