Approve and authorize the Director of Health or Assistant Director of Health to execute a three (3) year Mental Health Services Agreement (July 1, 2018 - June 30, 2021) with Aspiranet for the provision of Therapeutic Behavioral Services (TBS) and Home Alternatives to Residential Treatment (HART) in the amount of $686,495 for Fiscal Year (FY) 2018-19, $686,495 for FY 2019-20, and $686,495 for FY 2020-21, for a total Agreement amount not to exceed $2,059,485; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($205,948.50) of the original Agreement amount and do not significantly change the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to execute a three (3) year Mental Health Services Agreement (July 1, 2018 - June 30, 2021) with Aspiranet for the provision of Therapeutic Behavioral Services (TBS) and Home Alternatives to Residential Treatment (HART) in the amount of $686,495 for Fiscal Year (FY) 2018-19, $686,495 for FY 2019-20, and $686,495 for FY 2020-21, for a total Agreement amount not to exceed $2,059,485; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($205,948.50) of the original Agreement amount and do not significantly change the scope of services.
SUMMARY/DISCUSSION:
This Mental Health Services Agreement with Aspiranet replaces Agreement A-12713 which expires on June 30, 2018. Aspiranet will continue to provide Therapeutic Behavioral Services (TBS) to Monterey County children who are eligible for Medi-Cal and meet criteria for medical necessity. These services are available to children with difficult behaviors who require one-to-one assistance and who may be at risk of psychiatric hospitalization. TBS is an intensive one-to-one, face-to-face, short term outpatient treatment intervention for beneficiaries under age 21 with serious emotional disturbances (SED) who are experiencing stressful transition or life crisis and need additional short-term specific support services. Aspiranet will also continue to provide Home Alternatives to Residential Treatment (HART) services to Monterey County children who are receiving Special Education Services through their Individual Education Plan (IEP) and have been identified by their IEP teams as being at imminent risk of residential treatment. HART services provide highly individualized, intensive case management and one-to-one behavioral intervention that address the social emotional needs presenting barriers to academic success. HART services are an additional resource to the Monterey County educational system to serve children with emotional needs.
This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by Federal Financial Participation (36%), Early Periodic Screening, Diagnosis, and Treatment (20%), and Special Education Local Plan Area (44%). The funds for this Agreement ($686,495) will be included the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2018-19 Requested Budget. The funds for this Agreement for FY 2019-20 ($686,495) and FY 2020-21 ($686,495) will be included in the respective Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2019-20 and FY 2020-21 Requested Budgets.
