RECOMMENDATION:

It is recommended that the Capital Improvement Committee:

Support the District Attorney’s recommendation for a five-year non-standard Agreement with NICE Systems, Inc., for Automated Data Systems, in the maximum amount of $536,100. 

 

SUMMARY:

There is an increasing amount of digital evidence gathered by Law Enforcement Agencies (LEAs).  Evidence comes in many forms and formats including, security cameras, body-worn cameras, cell phone data, electronic documents, and other items.  Gathering and transferring the data from the LEAs to the necessary members of the judicial system is proving to be increasingly difficult. The objective of this process is to streamline the flow of information beginning with the LEAs investigative process and on as it moves to other criminal justice agencies.  Implementing a more efficient process will improve the current evidence workflow and allow for more efficient decision making.

 

It is requested that the Capital Improvement Committee support recommendations to the Board of Supervisors for the Contracts/Purchasing Officer or their designee to sign a non-standard Agreement with NICE Systems, Inc., and to issue purchase orders on an “as needed” basis, in the aggregate amount not to exceed $536,100, over the period of July 1, 2024, through June 30, 2029. Utilizing cloud-based storage will provide proper accessibility of data, stored on an approved cloud-based server, and free up County IT storage resources for other uses. The vendor will implement and integrate this system to synchronize with the existing case management system as well as local agencies’ body camera recorded media.

 

DISCUSSION:

An Enterprise based system with unlimited users, connections to all data sources, automated case building, unlimited data storage, unlimited and automatic transcriptions, unlimited video and audio codec conversion, media processing tools, data sharing portals, automated case retention policies. Uniform process to collect and distribute discovery, receive video from any source and make it available for anyone to watch, transcribing automatically from over 50 languages. This digital information would be maintained on secure Azure cloud-based storage systems, authorized by the Department of Justice for the storage of digital evidence.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has approved the agreement as to form.

 

FINANCING:

The cost for fiscal year 2024-25 is projected to be $90,000 and was included in the FY 2024-25 Recommended Budget.  There is no fiscal impact to the current fiscal year and on-going expenses will be included in the normal budgeting process.
