Upon Motion of Supervisor Armenta, seconded by Supervisor Potter and carried by those
members present, the Board hereby:
Approved and authorized the Contracts/Purchasing Officer to sign Amendment 1 to the
Alcohol and Drug Treatment Services Agreement A-11744 with Valley Health
Associates for the provision of alcohol and drug recovery services. Amendment 1 adds
$93,287 FY 2010-11 $18,567, FY 2011-12 $42,375 and FY 2012-13 $32,345), for a
revised total amount not to exceed $582,639 for the period July 1, 2010 through June 30,
2013.

2012-13 $32,345), for a revised total amount not to exceed $582,639 for the
period July 1, 2010 through June 30, 2013.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer to sign Amendment 1 to the Alcohol
and Drug Treatment Services Agreement A-11744 with Valley Health Associates for the
provision of alcohol and drug recovery services. Amendment 1 adds $93,287 FY 2010-11
$18,567, FY 2011-12 $42,375 and FY 2012-13 $32,345), for a revised total amount not to exceed
$582,639 for the period July 1, 2010 through June 30, 2013.
SUMMARY/DISCUSSION:
The Federal Bureau of Justice Assistance BJA) and the Substance Abuse and Mental Health
Administration SAMHSA) awarded a three-year $1,275,000 grant to the Health Department,
Behavioral Health Division. To perform the terms of this grant, the Behavioral Health Division
will work with four Alcohol and Drug Treatment program providers including Valley Health
Associates to provide outpatient drug recovery services for eligible clients including Latinos and
Veterans. Valley Health Associates will provide this population with culturally and linguistically
appropriate services and utilize the evidence based practices of Seeking Safety and Motivational
Interviewing. Such services include outpatient mental health services. The goals and objectives
are to provide the appropriate treatment options that will assist in increasing the progression and
recovery rate for this population of focus.
This Agreement contains the County's standard 30-day no cause" provision Section 5) and an
additional defending provision Section 6), which provides the County the ability to amend or
terminate the Agreement in the event of a reduction and/or termination of funding. The
Agreement is brought before the Board for approval with the understanding that Drug/Medi-Cal
has been proposed for reduction and/or elimination in the State's Budget May revise. Should the
funding be reduced or terminated, Behavioral Health Bureau will implement a plan to terminate
this Agreement as needed.
OTHER AGENCY INVOLVEMENT:
County Counsel, Risk Management, and the Auditor-Controller have reviewed this Amendment
as to legal form, insurance requirements, and fiscal provisions respectively. A copy of this
Amendment is on file with the Clerk to the Board.
FINANCING:
The period of the Grant is from September 30, 2010 to September 29, 2013 with services
beginning on December 1, 2010. The grant provides program funding in the amounts of:
