Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                      Approve Amendment No. 2 to the Standard Agreement with Siemens Industry, Inc. to continue to provide services associated with software and technical maintenance and support of heating, ventilation and air conditioning (HVAC) controls for Monterey County buildings located at 168 West Alisal Street, Salinas and 855 East Laurel Drive, Building C, Salinas, to: increase the not to exceed amount by $50,000 for a total amount not to exceed $134,687 with no extension to the term from March 1, 2015 to February 28, 2021; and

b.                     Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 2 to the Standard Agreement and future amendments to the Agreement where the amendments do not significantly alter the scope of work or increase the approved Agreement amount.

 

SUMMARY/DISCUSSION:

The County of Monterey (County), Resource Management Agency (RMA) has identified a need for Siemens Industry, Inc. (Siemens) to continue to provide services associated with software and technical maintenance and support of heating, ventilation and air conditioning (HVAC) controls for Monterey County buildings located at 168 West Alisal Street and 855 East Laurel Drive, Building C.  Additional costs are being incurred due to an increase in troubleshooting problems and repairing or replacing of components (e.g. smoke from fires).

 

The HVAC control systems at these two (2) locations have exclusive rights from Siemens.  Siemens software and hardware are proprietary and there is no other HVAC vendor who can interface with Siemens platforms.

 

Approval of the proposed Amendment No. 2 to the Standard Agreement (SA) between the County and Siemens will increase the not to exceed amount of $84,687 by $50,000 for a total amount not to exceed $134,687 with no extension to the term from March 1, 2015 to February 28, 2021

 

Attachment A provides a summary of the SA to date and Attachment B provides a summary of the SA current annual expenditures and balance.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved Amendment No. 2 as to form, and fiscal provisions, respectively.

 

FINANCING:

Sufficient appropriations are available in the RMA - Maintenance adopted Fiscal Year (FY) 2019-20 and 2020-21 budgets, General Fund 001, Department 3000, Unit 8176, Appropriations Unit RMA 006 to fund Amendment No. 2.  Of the $50,000 increase under Amendment No. 2, the amount of $11,729.50 shall be applied to clear accounts payable in FY 2019-20, and the remaining amount of $38,270.50 shall be used to fund anticipated expenditures in FY 2020-21

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended action complies with the Board of Supervisors’ Strategic Initiatives for Health & Human Services.  Providing HVAC control continuity and maintaining appropriate ambient temperature requires the most current software and control platform available from Siemens, including critical updates and fixes that ensure consistent temperature stability throughout the buildings located at 168 West Alisal Street, Salinas and 855 East Laurel Drive, Salinas, Building C.
