RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve an increase in appropriations and revenues of $5,986.21 for IGLA/Office of Community Engagement and Strategic Advocacy (OCESA) Budget Unit 001-1050-CAO024-8840 in the FY 2021-22 Adopted Budget, financed by a donation from the Natividad Medical Foundation (4/5th vote required); and

b.                     Authorize the Auditor-Controller to amend the FY 2021-22 Adopted Budget to increase appropriations and revenues by $5,986.21 for IGLA/Office of Community Engagement and Strategic Advocacy (OCESA) Budget Unit 001-1050-CAO024-8840, financed by a previously awarded Natividad Medical Foundation donation to coordinate and host the Annual MY LIFE STORY Youth Violence Prevention and Intervention Conference in Monterey County.

 

SUMMARY:

 

The Office of Community Engagement and Strategic Advocacy (OCESA) received a $3,700 donation from the Natividad Medical Foundation to support a strategy of the Monterey County Violence Prevention and Intervention Initiative to increase awareness, improve systems and service delivery to violence impacted youth and families, to coordinate and host the 4th Annual MY LIFE STORY Youth Violence Prevention and Intervention Conference on April 1, 2022. Natividad Medical Foundation also collected registration fee proceeds on behalf of OCESA in the amount of $2,286.21, for a total amount of $5,986.21.

DISCUSSION:

The Monterey County Violence Prevention and Intervention Initiative coordinates strategies of the Building Safe and Thriving Communities Action Plan to address the root causes of violence in Monterey County.  Strategies embody the inclusion and centering of community voice, particularly the voice of lived experience, to inform, educate and identify opportunities for systems change and the improvement of program and service delivery to youth and families. Youth and parent of system impacted youth are given the platform as experts of their experience, serving as the conference keynote and breakout panel speakers.

The Annual MY LIFE STORY Youth Violence Prevention and Intervention Conference has been held in rotation throughout Monterey County since 2018 and has prioritized making it financially accessible to local partners by keeping a low registration fee and offering scholarships to those with the inability to pay.  Conference registration fees were collected via Eventbrite and received by the Natividad Medical Foundation on behalf of OCESA. Natividad Medical Foundation will disperse one check payment to OCECSA for a total amount of $5,986.21 for its intended purposes.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and the County Administrative Office Budget and Finance have reviewed and consulted on the receiving the donation and registration fees.

 

Contributing and conference planning partners include the City of Salinas, City of Soledad, City of Seaside, Partners for Peace, California Youth Outreach, Sun Street Centers, Soledad Union School District, Monterey County Probation Department, Health Department Public Health and Behavioral Health Bureaus.

 

FINANCING:

The IGLA/Office of Community Engagement and Strategic Advocacy (OCESA) obtained support from the Budget Committee on April 25, 2022, to increase appropriations and revenues of $5,986.21 for Budget Unit 001-1050-CAO024-8840 in the FY 2021-22 Adopted Budget for its intended purposes. A portion of the total amount includes the proceeds of conference registration fees administered through Eventbrite and Natividad Medical Foundation. 

 

There will be no impact on the County General Fund.

This recommendation meets the Board’s strategic initiatives by embedding Governing for Racial Equity principles in centering community voice and by creating opportunities for youth and family engagement in planning and decision making processes focused on building safe and thriving communities.
