RECOMMENDATION:
It is recommended that the Board of Supervisors:
Review and approve Sun Street Centers' submission of an application to the State of California Department of Health Care Services for approval of licensure of Sun Street Centers' additional Driving Under the Influence (DUI) program site in South County in order to ensure services are available to participants in the region.
 
SUMMARY/DISCUSSION:
Sun Street Centers provides Driving Under the Influence (DUI) services throughout Monterey County. Per State regulations, satellite programs are limited to providing services to 200 participants annually. The Soledad Satellite site has reached its limit and is now referring participants to their Salinas site.
 
The demand for DUI services in South County is steadily increasing. Sun Street predicts that they will exceed their limit again next fiscal year.  They are proposing to get their South County office located at 2167 H De La Rosa Sr. St. Soledad, CA approved as a separate DUI location to help the program better serve the community in South County. Per Title 9, California Code of Regulations, Chapter 3 Programs for Alcohol and Drug Impaired Drivers, Article 2, section 9810 subsection (b), the State of California requires formal Board approval of Sun Street's application for its South County site: "The County Board of Supervisors shall review the application and shall select applications to be submitted to the Department for final approval of licensure."  A copy of the application is attached as Attachment 2.
 
The Health Department's Behavioral Health Bureau's Alcohol and Drug Program administration has reviewed the request and recommends approval of Sun Street's application as this will continue to provide essential services for DUI participants that will improve public safety of the community.
 
This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative:   3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically:  7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
 
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this application as to legal form.  This application is on file with the Clerk of the Board.
 
FINANCING:
The Sun Street Center DUI program is funded by revenues received through participant assessed program fees. The County receives an administrative fee for fiscal and programmatic oversight as required by Title 9 of the California Code of Regulations. There is no impact to the County General Fund.
