RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.        Approve and authorize the Contracts/Purchasing Officer or their designee to execute Amendment No. 1 to Agreement No. A-16863 with Sharp Circle, Inc., to provide the Life Ownership Program and mentoring services to promote and support successful reentry of youth into the community, where the amendment updates the Scope and increases the Agreement’s amount by $36,000 for an amount not to exceed $96,000 with no change to the existing term of  June 1, 2024 through June 30, 2025; and

b.   Authorize the Contracts/Purchasing Officer or their designee to sign future amendments to the Agreement provided that these amendments do not substantially change the Scope of Services and the total amount of the amendments does not exceed the Contracts/Purchasing Officer's signing authority amount of $200,000, with approval from the Office of the County Counsel.

                    

SUMMARY/DISCUSSION:

Senate Bill 823 signed in to law in September 2020 realigned the Department of Juvenile Justice (DJJ) population from the State of California to counties, beginning July 1, 2021. The bill established the jurisdiction of the Juvenile Court up to the age of 25 for certain offenses and transferred the responsibility of care, custody, and supervision of youth to the county of commitment. This population of realigned youth are high-risk and have greater needs for specific individualized case plans with services and programs that address mental health needs, sex offender treatment, behavioral and trauma-related needs, healthy adolescent development, family engagement, reentry support, and continuing education.

 

Sharp Circle, Inc. provides a unique program of intensive re-entry services to detained individuals throughout the State of California. The services, beginning as part of the preparation for return to the community from long-term detention, provide youth with personalized support in the development of their plans for re-entry. This includes mentorship and guidance from credible messengers who have experienced the justice system themselves.

 

The County of Monterey, Probation Department, entered Agreement No. A-16863 (Agreement) with Sharp Circle, Inc. for a term of June 1, 2024 through June 30, 2025 and for an amount not to exceed $60,000 to provide the Life Ownership Program and mentoring services to promote and support successful reentry of youth into community.

 

The proposed Amendment No. 1 increases the amount of the Agreement by $36,000 for a total not to exceed amount of $96,000. The increased dollar amount will allow Sharp Circle, Inc. to extend services to additional participants housed at the Monterey County Juvenile Hall and Youth Center facilities. The updated Scope of Services updates the number of program participants from five (5) to a maximum of eight (8) program participants.

 

The amendment requires Board approval due to the dollar amount limitations indicated on the Board Order associated with the approval of the original Agreement. The Agreement required Board approval due to modifications to the standard agreement royalty and inventions language and the commercial automobile liability insurance and endorsement requirements. 

 

OTHER AGENCY INVOLVEMENT:

Amendment No. 1 has been approved by the Office of the County Counsel as to form and by the Auditor-Controller’s Office as to fiscal terms. 

 

FINANCING:

The associated funding and appropriations of  $36,000 are included in the Probation Department’s FY 24-25 Adopted Budget (001-2550-PRO001-8163). Funding for this amendment will be provided by the State SB823 annual allocation. There is no additional cost to the County General Fund with this recommendation.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This recommendation aligns with the Board of Supervisor's Strategic Initiatives in two key areas: 1) Health and Human Services, by delivering care and treatment tailored to the unique needs of each youth; and 2) Public Safety, by promoting self-sustainability to help prevent crime and by supporting a successful reintegration into the community.
