Acting on behalf of County Service Area No. 25-Carmel Valley Golf and Country Club (hereafter “CSA No. 25”):
a. Adopt a resolution to amend CSA No. 25 Advisory Committee Bylaws to increase membership from five (5) members and three (3) alternates to six (6) members and three (3) alternates; and
b. Adopt CSA No. 25 Advisory Committee Modified By-Laws.

RECOMMENDATION:
It is recommended that the Board of Supervisors, acting on behalf of County Service Area No. 25-Carmel Valley Golf and Country Club (hereinafter “CSA No. 25”):
a. Adopt a resolution to amend CSA No. 25 Advisory Committee Bylaws to increase membership from five (5) members and three (3) alternates to six (6) members and three (3) alternates; and
b. Adopt CSA 25 Advisory Committee Modified By-Laws.
SUMMARY/DISCUSSION:
The CSA No. 25 Advisory Committee (Committee) was formed on January 26, 2021, at the request of property owners living in the CSA. The Committee Bylaws established a membership of five (5) regular members and three (3) alternates. Within the CSA there is one commercial development, The Quail, and three residential developments: Homeowners at Quail, Inc. (163 homes), Quail Meadows (21 homes), and Birchfield Condominium Association (21 homes).
Currently, there is representation on the Committee by three (3) property owners from Homeowners at Quail, Inc. plus one (1) alternate, one (1) property owner from Quail Meadows, and one (1) representative from Quail Lodge. There is no representation from the Birchfield Condominium Association. Two of the alternate openings remain unfilled.
Current members of the HOA have requested modification of the existing bylaws to increase the number of regular committee members from five (5) to six (6) to allow for a representative from the Birchfield Condominium Association to serve on the committee. The number of alternates will remain the same.
OTHER AGENCY INVOLVEMENT:
Recruitment and appointment of advisory committee members is provided by Monterey County Supervisor Mary Adams’ office via e-mails, letters, and Facebook.
FINANCING:
The CSA 25 budget includes funding for staff time to prepare for and attend CSA 25 Advisory Committee Meetings. There will be no additional financial impacts from the bylaw modification.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The creation and activity of the Advisory Committee support the Board of Supervisors Administration, Infrastructure, and Public Safety Strategic Initiatives. Property owner involvement in CSA activities enhances the overall management, transparency, and service delivery to CSA constituents.
