RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to sign a three-year Standard Agreement (July 1, 2021 to June 30, 2024) with Dimension Reports LLC to provide secure access to daily electronic reports required for billing purposes to Monterey County Health Department/Behavioral Health Bureau, in the amount of $38,250 for July 1, 2021 to June 30, 2022, $38,250 for July 1, 2022 to June 30, 2023, and $38,250 for July 1, 2023 to June 30, 2024, for a total contract amount not to exceed $114,750; and

b. Approve non-standard insurance provisions in Agreement, as recommended by the Director of Health; and

SUMMARY:

The Health Department, Behavioral Health Bureau (Behavioral Health), has contracted with Dimension Reports, LLC (“Dimensions”) since December 2015, for the provision of HIPAA compliant data and reports required for the Medi-Cal, Medicare and insurance claim processes.  Dimensions has offered to extend the same rate schedule currently in place for this proposed three-year Agreement.

 

DISCUSSION:

On an annual basis, Behavioral Health submits approximately 250,000 claims to State Department of Health Care Services (“DHCS”) for payment. This Agreement with Dimensions provides Behavioral Health access to Medi-Cal, Medicare and third-party payor data obtained from DHCS through an Electronic Data Interchange and delivers these data to the County through a Secure File Transport server which allows Behavioral Health to generate reports. These reports contain information that allow Behavioral Health staff to properly identify and track reimbursements in order to maximize revenue recoupment by the Bureau. This renewal Agreement will increase the reporting frequency from monthly to daily to assure more timely corrections of denials as permitted during the claims adjudication period. 

 

The Contractor has provided proof of Commercial General Liability and Automobile Liability insurance; however, cannot provide the Automobile additional insured and primary and non-contributory endorsements, as required by the County. The Health Department recommends the modification to the insurance requirements as these services will be provided remotely by U.S. mail, telephonically and electronically.

 

While this work is not directly in support of a Monterey County Health Department 2018-2022 strategic initiative, it is in support of one or more of the ten essential public health services, specifically: 6. Enforce laws and regulations that protect health and ensure safety.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and the Auditor-Controller have reviewed and approved the Agreement.  Risk Management cannot accept the non-standard insurance modification.

 

FINANCING:

This Agreement is funded by Federal Funding Participation, Realignment, and Mental Health Services Act funds.  The funds ($38,250) for this Agreement are included in the Health Department’s Behavioral Health Bureau’s (HEA012, Unit 8410) FY 2021-22 Recommended Budget.  The funds for this Agreement for FY 2022-23 and FY 2023-24, respectively will be included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2022-23 and FY 2023-24 Requested Budgets.
