RECOMMENDATIONS:
It is recommended that the Board of Supervisors adopt a Resolution:
 
a. Accepting the Certificate of Completion for construction of the Design and Installation of Solar Photovoltaic System for the Laurel Yard Buildings A - H, located at 855 East Laurel Drive, Salinas, California, Project No. 8550, performed by Santa Cruz Westside Electric, Inc. dba Sandbar; and
 
b. Authorizing the Director of Public Works to execute and record the Notice of Completion for the Design and Installation of Solar Photovoltaic System for the Laurel Yard Buildings A - H, located at 855 East Laurel Drive, Salinas, California, Project No. 8550, performed by Santa Cruz Westside Electric, Inc. dba Sandbar.
 
SUMMARY/DISCUSSION:
On November 15, 2011, the Board of Supervisors awarded a contract in the not to exceed amount of $711,868, with a 10% contingency of $71,187, to Santa Cruz Westside Electric Inc., dba Sandbar (Sandbar), to design and install a Solar Photovoltaic System (SPV) for the Laurel Yard Buildings A - H, located at 855 East Laurel Drive, Salinas, California, Project No. 8550, (Project), pursuant to Energy Efficiency and Conservation Block Grant Program Notice 10-014 and 10 Code of Federal Regulations (C.F.R) 600.236.  The Project consisted of design, construction, and commissioning and training of the SPV.  Construction began in June 2012.  The County approved changes in the contract work to provide additional design work and site drawings for permitting purposes and to perform additional site work including placement of security bollards.  The final contract value was $727,911.  The contract is now complete in all respects in accordance with the contract requirements.  The work is ready to be accepted by the Board of Supervisors.
 
OTHER AGENCY INVOLVEMENT:
As the granting agency, the Department of Energy (DOE) has been actively involved in the development and the project.
 
FINANCING:
There is no impact to the General Fund.  The project is fully funded with Energy Efficiency and Conservation Block Grant funds.  On December 21, 2009, the DOE awarded the Resource Management Agency - Public Works $2,527,500, of which $1,000,828 has been applied towards the Project.  The total Project funding is $1,000,828, which is sufficient to cover estimated final Project costs for project development, environmental documentation, surveys, underground mapping, geotechnical studies, grant administration, contract negotiations, design, engineering, construction, and project management.  Total costs for the Project to date are $778,109.
