a. Approve and authorize the Chief Information Officer to execute a non-standard “Authorization to Order” under the State of California Network and Telecommunications Agreement, Category 24 - C4DNCS19 for Flat Rate Internet services with Wave Business for an amount not to exceed $47,000, commencing July 12, 2022, and ending June 30, 2025; and
b. Authorize the Chief Information Officer, or his designee, to execute order forms and such documents as are necessary to implement the Agreement; and
c. Approve and authorize the Chief Information Officer to execute up to two (2) future amendments to this Agreement, extending the term by one (1) year each, subject to County Counsel review, provided the terms of the Agreement remains substantially the same and provided the additional costs per year do not exceed ten percent (10%) of the original agreement amount.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Chief Information Officer to execute a non-standard “Authorization to Order” under the State of California Network and Telecommunications Agreement, Category 24 - C4DNCS19 for Flat Rate Internet services with Wave Business for an amount not to exceed $47,000, commencing July 12, 2022, and ending June 30, 2025; and
b. Authorize the Chief Information Officer, or his designee, to execute order forms and such documents as are necessary to implement the Agreement; and
c. SUMMARY:
An execution of an Authorization to Order (ATO) under the current State of California Network and Telecommunications (CALNET) Agreement contract for CALNET IFB C4DNCS19, Data Networks and Communications Services will allow the County to utilize internet services provided by Wave Business at reduced prices.
DISCUSSION:
CALNET is a program that focuses on providing services that meet the State’s complex and critical telecommunications and network business needs. Wave Business, an internet provider was one of the vendors that bid and received an award for flat rate internet services, Category 24 CALNET IFB C4DNCS19, Data Networks and Communications Services.
The CALNET program provides the County with a suite of statewide, competitively bid telecommunications contracts that follow statewide policy and oversight.
ITD seeks to provide internet redundancy for the County’s internet connections in a cost-efficient manner. The authorization to procure this service will allow the County to utilize an additional internet provider with favorable fees. These fees will not fluctuate, giving the County the ability to budget for these services accordingly.
The Board’s authorization to execute the recommended ATO for Wave Business’ flat rate internet services will permit the County to benefit from volume pricing negotiated by the State of California in the CALNET Agreement.
The Chief Information Officer recommends that the Board approve and authorize the use of this telecommunications procurement vehicle for internet services.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approves the CALNET agreement, associated document, and the Authorization to Order form. Although non-standard, the contract terms were negotiated by the State of California and adequately protect the County’s interests.
FINANCING:
The funds have been included in the FY22-23 Approved Budget for the Information Technology Department, ITD 1930, Appropriations Unit INF002. Transactions relating to future fiscal years will be included in each respective Recommended Budget based upon the anticipated utilization of the services.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The execution of the proposed Authorization to Order furthers the efficient administration of County business by enabling the purchase of services that are necessary for the operation of the County’s network, at a significant discount. The execution of the proposed Authorization to Order furthers the update and maintenance of the County’s technological infrastructure.
