RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Chief Contracts and Procurement Officer or their designee to execute Amendment No. 2 to the Standard Agreement Multi-Year Agreement (MYA)*5965 between the County of Monterey and Quinn Company, dba Quinn Power Systems, with a term from August 15, 2021 to August 14, 2026, for preventative maintenance, and on-call repair and emergency work for County’s backup generators, to increase the not to exceed amount by $50,000 for a total not to exceed amount of $350,000 and update provisions of the Agreement; and

b. Authorize the Chief Contracts and Procurement Officer or their designee to execute Amendment No. 2 to the Standard Agreement Multi-Year Agreement (MYA)*5965 with Quinn Company, dba Quinn Power Systems and future amendments to the Agreement where the amendments do not significantly alter the scope of work of the Agreement or increase the approved Agreement amount subject to prior review and approval as to form by the Office of the County Counsel-Risk Management, and review of fiscal provisions by the Auditor Controller's Office.

 

SUMMARY:

Public Works, Facilities and Parks (PWFP) manage the service Agreement with Quinn Company, dba Quinn Power Systems (Quinn Power) for preventative maintenance and on-call repair and emergency work of County’s backup generators. An increase to the not to exceed amount of this Agreement is needed to allow for the continuation of these services.

 

 

 

The recommended actions would allow for the approval of the proposed Amendment No. 2 to Multi-Year Agreement (MYA)*5965 with Quinn Company, dba Quinn Power Systems (Quinn Power), with a term from August 15, 2021 to August 14, 2026, to increase the not to exceed amount by $50,000 and update various Provisions to allow for these continued services.

 

DISCUSSION:

The County maintains more than twenty (20) backup generators at its facilities, including radio tower sites, which are a critical part of maintaining County operations during power disruptions. These generators require routine preventative maintenance, as well as emergency work to address breakdowns in order to keep them in good working order. Staff have identified the need to increase the not to exceed amount by $50,000 and update provisions of the Agreement between the County and Quinn Power as to insurance, records and confidentiality, and compliance with applicable laws. The proposed Amendment allows the County to ensure continuing operations at County facilities during utility outages.

PWFP requests that the Board of Supervisors approve the proposed Amendment to the Quinn Power Agreement.

 

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

The Office of the County Counsel-Risk Management and Auditor-Controller’s Office have reviewed and approved the proposed Amendment Agreement as to form and fiscal provisions, respectively.

 

FINANCING:

There is no minimum guaranteed work under this Agreement. Funding for individual work orders is verified within the approved budget allocations prior to commencement of work. The proposed not to exceed amount of $350,000 for Agreement MYA*5965 is intended to allow services to continue in future fiscal years. There are sufficient appropriations in the Public Works Facility Services (001-8552-PFP054) FY 2025-26 adopted budget to cover the increased not to exceed amount.
