Approve and Authorize the Director of Public Works, Facilities and Parks (PWFP) to execute the Measure X Pavement Management Program Funding Agreement between the Transportation Agency of Monterey County (TAMC) and the County of Monterey.

RECOMMENDATION:

It is recommended that the Board of Supervisors approve and authorize the Director of Public Works, Facilities and Parks (PWFP) to execute the Measure X Pavement Management Program Funding Agreement between the Transportation Agency of Monterey County (TAMC) and the County of Monterey.

 

SUMMARY/DISCUSSION:

On August 29, 2017, the Monterey County Board of Supervisors authorized the former Resource Management Agency (RMA) to enter into a Master Programs Funding Agreement with TAMC regarding the allocation of Measure X funds. One of the requirements detailed in the agreement is for each local agency to develop a Pavement Management Program (PMP) and submit regular reports on the condition of its roads in order to receive funding.

 

To comply with this requirement, agencies were given two options: develop their own PMP or participate with TAMC and other interested agencies in a joint effort. Under the second option, TAMC would take the lead in procuring the professional services related to developing a PMP. Participating agencies would share the cost based on the same formula used in allocating Measure X funds between agencies (i.e., number of road miles maintained by each agency).

 

On January 23, 2018, the Board of Supervisors approved a Funding Agreement with TAMC to pursue the development of a PMP and then subsequently approved a Reimbursement Agreement after TAMC finalized its consultant procurement and associated costs for the County’s share of the PMP. The recommended PMP software was the Metropolitan Transportation Commission's "StreetSaver" program. At the May 25, 2021 Board meeting, the Board approved an amendment to this agreement to continue use of the StreetSaver program.

 

The PMP has served as a helpful tool to track the condition of the County’s roads and make informed recommendations in developing the County’s Capital Improvement Program for road repair and rehabilitation. As the condition of roads degrades over time (e.g., due to aging/weathering and from traffic loading impacts), it is essential to periodically re-assess the state of roads to keep the PMP updated. To this end, TAMC is again preparing to seek consultant assistance to evaluate the condition of roads within the County. The attached Pavement Management Program Funding Agreement will allow Monterey County (County) to participate in TAMC’s Pavement Management Program Update. This collaboration with TAMC will help the County maintain a pavement program annually for as long as Measure X is in place (30 years) and report the results in compliance with the Measure X Master Programs Funding Agreement. TAMC will be responsible for contracting and overseeing the pavement management software acquisition and consultant services to update the Pavement Management Program for each participating local agency.

 

PWFP recommends the Board of Supervisors' approval of the attached agreement so that the County may participate in this PMP update coordinated by TAMC. Participating in this regional effort will be more cost-effective than if the County were to procure these services on its own only for County roads.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed the proposed funding agreement as to form.

 

FINANCING:

The cost to participate in the program is estimated at approximately $290,000, covered by Measure X funds allocated to the County. The current years’ Measure X allocation is approximately $7.7 million. The FY 2021-22 Road Fund budget (Fund 002, Appropriation Unit PFP004) has sufficient appropriations to cover this cost and future costs will be incorporated into the Road Fund budget.

 

Once TAMC completes its procurement to obtain professional consulting services for this effort, staff will return to the Board of Supervisors for approval of a reimbursement agreement of the County’s actual share of costs for the PMP update.
