RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Director of Health to execute Amendment No. 1 to Mental Health Services Agreement A-12255 with Telecare Corporation to revise the Business Associate Agreement, and add a Non-Medi-Cal eligible Enhanced Treatment (ET) Rate, and increase funding for fiscal year (FY) 2014-15 from $83,435 to $242,355 (an increase of $158,920), for a revised total Agreement amount not to exceed $409,226.
 
SUMMARY/DISCUSSION:
Telecare Corporation administers the neurobehavioral program at Garfield Neurobehavioral Center.  This skilled nursing facility provides mental health services to individuals with neurological impairments such as organic brain syndrome, traumatic brain injured, and the medically debilitated.  Telecare Corporation admits patients referred by the County with a primary psychiatric diagnosis and the presence of a neurological condition, such as brain injury or dementia, and conserved and found to be gravely disabled, subject to bed availability and order of a physician.  This facility focuses on providing a safe and secure environment, with a comprehensive approach to the needs of the individual with such impairments.  Garfield Neurobehavioral Center is located in Oakland, California.  
 
The Agreement with Telecare Corporation is for a three (3) fiscal year term from July 1, 2012 to June 30, 2015.  Amendment No. 1 affects FY 2014-15 only, and increases the number of patients from one (1) to three (3) at a standard Medi-Cal eligible Enhanced Treatment patch rate, and adds a Non-Medi-Cal eligible Enhanced Treatment rate.  During the current fiscal year, the County identified two additional clients who would more appropriately have their needs met at Garfield Neurobehavioral Center.  One of these clients is the financial responsibility of the Sheriff-Coroner's Office.  
 
This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
 
OTHER AGENCY INVOLVEMENT:
The County Counsel and Auditor-Controller have reviewed and approved this Amendment No. 1 to A-12255 as to legal form and fiscal provisions.  A copy of this Amendment No. 1 is on file with Clerk of the Board.
 
FINANCING:
There are sufficient appropriations and funds included in the Health Department's Behavioral Health (HEA012, Unit 8410) FY 2014-15 Adopted Budget to cover the Agreement amount of $242,355.  The Sheriff-Coroner's Office will be responsible for one of the patient's Enhanced Treatment patch rate.  The Health Department will work with the Sheriff-Coroner's Office to ensure costs are allocated to the designated appropriations unit as they are incurred.  Approval of this action has no impact on the County General Fund.
