RECOMMENDATIONS:
It is recommended that the Board of Supervisors:
a. Approve a Grant Award from the California Department of Transportation for an Active Transportation Program Grant in the amount of $913,000 for the Castroville Bicycle/Pedestrian Path and Railroad Crossing Project; and
b. Authorize the Director of Public Works, or his designee, to accept, administer, and execute documents to secure these funds from the California Department of Transportation.
SUMMARY/DISCUSSION:
On April 22, 2014, the Board of Supervisors approved the submittal of grant applications to California Department of Transportation (Caltrans) for Active Transportation Program (ATP) grants and directed the Resource Management Agency-Public Works (RMA-Public Works) to return to the Board for approval prior to acceptance of any grant award(s).
In May 2014, RMA-Public Works submitted two applications to Caltrans for ATP grant funds which included the Monterey Bay Sanctuary Scenic Trail (MBSST) - Moss Landing Segment and the Castroville Bicycle/Pedestrian Path and Railroad Crossing Project.
In August 2014, Caltrans awarded $913,000 for the Castroville Bicycle/Pedestrian Path and Railroad Crossing Project. The Castroville Bicycle/Pedestrian Path and Railroad Crossing Project consists of the installation of approximately 3,878 ft (0.74-mile) Class I bicycle/pedestrian path that runs along Salinas Street from McDougall Street to Axtell Street with a 1,170 foot long new bicycle/pedestrian bridge over the Union Pacific Railroad track and a bicycle path to Castroville Boulevard. The total project cost is $8.9 Million.
OTHER AGENCY INVOLVEMENT:
The County of Monterey has a Master Agreement Administering Agency-State Agreement for Federal-Aid Projects, Agreement #05-5944R and a Master Agreement Administering Agency - State Agreement for State Funded Projects, Agreement #000518 with Caltrans. This is required in order to comply with the provisions of Title 23 of the U.S. Code of Federal Regulations and with the processes and procedures contained in the Caltrans Local Assistance Procedures Manual in administering ATP projects.
FINANCING:
There is no impact to the General Fund. The total cost of the Castroville Bicycle/Pedestrian Path and Railroad Crossing Project is $8.9 Million. RMA-Public Works has secured $8.0 Million in Local, State and Federal grants and the $913,000 ATP grant funds will fully fund the project. A match will not be required since Castroville is considered a disadvantaged community.
