RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Emergency Communications Department to sign a Scope of Work with DATAMARK, a division of Michael Baker International, Inc., through California Multiple Award Schedule (CMAS) terms and conditions contract number: 3-22-09-0127 based on GSA schedule 47QRAA21D008D to purchase Managed Geographic Information System (GIS) Services for the term of April 1, 2025 through June 30, 2027 in an amount not to exceed $61,412; and

b. Authorize the Director of the Emergency Communications Department to sign up to three additional amendments to this Scope of Work where the total Amendments do not exceed 10% ($6,141) of the current agreement amount and do not significantly change the scope of work

 

SUMMARY/DISCUSSION:

The Monterey County Emergency Communications Department (ECD) is a consolidated public safety answer point and dispatch facility serving 28 law enforcement, fire protection, and emergency medical services (EMS) response agencies throughout Monterey County.  Calls for service are dispatched through the ECD’s Computer Aided Dispatch (CAD) system which determines the correct agency response through a Geographical Information System (GIS) driven mapping system within the CAD. 

 

This mapping system contains a street centerline, address points, and law, fire and EMS response zone polygons for the entire County of Monterey.  This map determines which agency responds and provides routing for emergency response.  The map also includes other information pertinent to emergency dispatch such as the location of schools and fire hydrants. 

 

 

This agreement is for the purchase of managed GIS services from Datamark where Datamark will maintain map accuracy by creating map updates and rolling the updates from the GIS software and deploying them to the CAD.   Datamark will also improve map accuracy and create a tool that allows the Department to make updates to our CAD maps without support from any third party vendors.  This Scope of Work is generated through the California Multiple Award Schedule (CMAS) terms and conditions contract number: 3-22-09-0127 based on GSA schedule 47QRAA21D008D.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has approved this agreement as to legal form.  The Auditor-Controller cannot approve the nonstandard terms of this agreement.  Contracts/Purchasing has reviewed and approved this Agreement.

 

FINANCING:

There are sufficient revenue and appropriations the Emergency Communications Department in FY2024-25 Adopted Budget.  Costs for future years will be requested through the annual budget process.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This purchase correlates to the Board’s Public Safety Strategic Initiative by allowing the Department of Emergency Communications to maintain an accurate map for public safety dispatching.
