RECOMMENDATION:
It is recommended that the Capital Improvement Committee conduct a review of draft key objectives within the committee’s purview and provide recommendations to the Board of Supervisors.
SUMMARY/DISCUSSION:
At the March 7, 2024, Board of Supervisors retreat, the Board, Elected Officials and Department Heads, discussed updating the County’s Strategic Initiatives. A set of five strategic goals were identified, and key objectives to achieve those goals over the next three years were brainstormed. Following the retreat, the County Administrative Office partnered with County departments to refine the key objectives and identified milestones. On May 14, 2024, the Board was presented with a draft set of strategic goals and key objectives for consideration. The Board adopted the strategic goals and referred the key objectives to the Board Committees for further discussion.
It is requested that the Capital Improvement Committee review draft key objectives that are within the committee’s purview and offer refinements as needed for consideration by the Board. As part of the review process, the Committee is asked to consider the following:
• Are the key objectives consistent with County policies and direction?
• Is anything significant missing for the three years of the Strategic Plan? (Note: the Objectives are not the place to add tasks - that will be done in the Milestones document which will follow.)
• Are the key objectives listed feasible within the three-year timeframe of the Strategic Plan (i.e. will staffing and budgetary resources be available during the three-year period)?
Departments with subject matter expertise will be available during the August 12, 2024 meeting to address any questions that the Committee may have regarding the language of the draft key objectives, as well as the feasibility of those objectives.
Input received as part of the Board Committee review process will be compiled and submitted for Board consideration in early December 2024.
OTHER AGENCY INVOLVEMENT:
The Board of Supervisors and all County departments participated in the preparation of the draft County of Monterey strategic goals and key initiatives.
FINANCING:
There is no impact to the General Fund associated with adoption of the draft County of Monterey strategic goals and key objectives. However, implementation of the key objectives will, to varying degrees, carry an associated fiscal impact to be determined.
