h. Authorize the Director of Public Works, Facilities and Parks to execute a Certificate of Completion and record a Notice of Completion with the County Recorder when the Director determines that the contract is complete in all respects in accordance with the Plans and Special Provisions for the construction of Inter-Garrison Road Reconstruction, Project No. 1156 and Blanco Road Resurfacing, Project No. 5523.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Award a contract to Granite Rock Company, the lowest responsible bidder for the Inter-Garrison Road Reconstruction, Project No. 1156, in the total amount of $1,828,873;

b.  Award a contract to Granite Rock Company, the lowest responsible bidder for the Blanco Road Resurfacing, Project No. 5523, in the total amount of $2,173,015;

c.  Approve the Performance and Payment Bonds executed and provided by Granite Rock Company;

SUMMARY/DISCUSSION:

The Inter-Garrison Road project, in general, consists of reconstructing the existing asphalt roadway by grinding the existing pavement and reutilizing it as road base, and overlaying it with hot mix asphalt (HMA) concrete.  The project limits are from California State University Monterey Bay to Sherman Boulevard, approximately 1.2 miles.  The project will slightly reduce the width of vehicle lanes to improve the width of the existing paved shoulder and encourage traffic calming. The Blanco Road project consists of overlaying the existing pavement with hot-mix-asphalt, from State Route 68 (Main Street) to Salinas City Limits, approximately 1.1 miles.

 

On April 18, 2023, the Board of Supervisors adopted the Plans and Special Provisions for the Inter-Garrison Road Reconstruction project and Blanco Road Resurfacing project.  The projects were subsequently advertised, and bids were received and opened on May 10, 2023.  Two (2) bids were received for each project.  The lowest responsible, responsive bidder for Inter-Garrison Road Reconstruction, Project No. 1156 was Granite Rock Company in the Amount of $1,828,873, which is 12% over the Engineer’s Estimate of $1.63 million.  The second lowest bidder was Granite Construction Company in the amount of $2,278,880.  The lowest responsible, responsive bidder for the Blanco Road Resurfacing, Project No. 5523 was also Granite Rock Company in the Amount of $2,173,015, which is 6% over the Engineer’s Estimate of $2.05 million.  The second lowest bidder was Granite Construction Company in the amount of $2,568,334.  Construction for both projects is expected to begin in June 2023.

 

In accordance with the California Environmental Quality Act (CEQA), Public Works, Facilities, and Parks Department (PWFP) filed a Notice of Exemption for Blanco Road and Inter-Garrison Road on October 17, 2022, and March 10, 2023, respectively.  The projects have been determined to be categorically exempt (Class 1) because the projects are to perform repair and maintenance of existing streets and similar facilities which involve no expansion of an existing use (See CEQA Guidelines, California Code of Regulations (CCR) Section 15301 Existing Facilities).

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and the Auditor-Controller’s Office have reviewed and approved the proposed contracts as to form, insurance and indemnification provisions and fiscal terms, respectively.

 

FINANCING:

The total estimated project cost for each project, including engineering, construction management, and construction is $2.6 million for the Inter-Garrison Road project, and $2.9 million for the Blanco Road project.  Both projects are being funded by Road Fund, that includes Measure X, SB 1, and Transient Occupancy Tax (TOT).

 

The adopted FY 2022-23 Road Fund 002 budget includes $5.5 million in appropriations to fund the construction of these projects.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The projects will pave approximately 2.3 miles of County maintained roads, extending the pavement life.  The recommended action supports the following Board of Supervisors’ Strategic Initiatives:
