RECOMMENDATIONS:

It is recommended that the Board of Supervisors:

a.                     Approve Amendment No. 3 to Standard Agreement No. A-13727 with Netronix Integration, Inc. to include additional on-call service and repairs for annual security maintenance and system software support for the access control and CCTV systems at 168 West Alisal Street and 1488 Schilling Place in Salinas and to increase the not to exceed amount of $219,965 by $40,000 for a total amount not to exceed $259,965 with no extension to the term from September 21, 2015 to September 30, 2020; and

b.                     Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 3 to Standard Agreement No. A-13727 and future amendments that do not significantly alter the scope of work or change the approved Agreement amount.

 

SUMMARY/DISCUSSION:

The County of Monterey (County) Resource Management Agency (RMA) has identified a need for Netronix Integration, Inc. (Netronix) to include additional on-call service and repairs for annual security maintenance and system software support for the access control systems and CCTV systems for equipment installed at 168 West Alisal Street and 1488 Schilling Place in Salinas.  The additional on-call services are due to an increase in repairs on an aging system.

 

The security badge systems are obsolete.  Effective September 30, 2020 Netronix will no longer support the software or hardware.  On June 25th, the Board of Supervisors approved funding to upgrade, convert and standardize the hardware and software at 168 West Alisal Street and 1488 Schilling Place.  RMA is working towards standardizing the security badge systems used throughout the County.  

 

Amendment No. 3 to Standard Agreement (SA) No. A-13727 between the County and Netronix will increase the not to exceed amount of $219,965 by $40,000 for a total amount not to exceed $259,965 with no extension to the term from September 21, 2015 to September 30, 2020, while RMA staff works to procure these services under a new and more formal solicitation process such as a Request for Qualifications (RFQ).  Initially, RMA staff selected Netronix for their expertise and capabilities necessary to provide these services through an informal solicitation process.

 

Attachment E provides a summary of the SA to date.  Attachment F provides a summary of the SA annual expenditures and balance.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and Auditor-Controller’s Office have reviewed and approved Amendment No. 3 as to form and legality, and fiscal provisions, respectively.

 

FINANCING:

Sufficient appropriations are available in the RMA - Maintenance adopted FY 2019-20 budget, General Fund 001, Department 3000, Unit 8176, Appropriations Unit RMA006 to fund Amendment No. 3.  Any remaining amount of this SA for FY 2020-21 will be allocated in the appropriate budget. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Amendment No. 3 to the SA with Netronix will allow for additional on-call service and repairs for continued preventative maintenance and system software support for the access control and CCTV systems to ensure public and employee safety at the 168 West Alisal Street and 1488 Schilling Place buildings in Salinas.
