Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of the Department of Emergency Management or designee to execute Amendment No. 1 to the Non-Standard Agreement with Genasys, Inc. to continue to provide Public Alert and Warning and Evacuation Management Services, to extend the first period of performance contained within said Agreement for an additional four months, thereby extending the term of the Agreement for an additional four months for a revised full term of December 1, 2022, through July 31, 2026, with no change to the not-to-exceed amount of $270,000.

SUMMARY/DISCUSSION:

The Department of Emergency Management (DEM) currently maintains an agreement with Genasys, Inc. to provide Public Alert and Warning and Evacuation Management Services, including mass notification alerting and messaging software, used for emergency alerting and notifications to the residents of the County of Monterey.

The standing Agreement with Genasys, Inc. is divided into three periods of performance with the first period of performance designated for testing and implementation of services.  Due to delays caused by the winter storms of 2022 and 2023, additional time is necessary to appropriately test and implement services.  Thus, DEM and Genasys, Inc. mutually desire to extend the first period of performance of the agreement for an additional four months from 16 months to 20 months.  Extending this first period of performance will also extend the ensuing performance periods by four additional months each, and thereby extend the expiration date of the Agreement by four months to July 31, 2026, with no change to the not-to-exceed amount of $270,000.

OTHER AGENCY INVOLVEMENT:

County Counsel’s Office, the Auditor-Controller’s Office, and Risk Management have reviewed and approved as to form.

FINANCING:

This resolution will have no impact on the FY 2023-2024 Adopted Budget for the Department of Emergency Management (001-1040-8588-DEM001).
