RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contract’s/Purchasing Officer or his Designee to sign Amendment No. 2 to the System Purchase Agreement for a Computer Aided Dispatch (CAD) system, entered into with TriTech on December 15, 2015, adding $75,684 to the amended amount of $2,156,718.87, for a new amount of $2,232,402.87, for the addition of the TriTech ShotSpotter Interface per the Memorandum of Understanding (MOU) between the County and the City of Salinas previously approved by the Board of Supervisors.

 

SUMMARY/DISCUSSION:

The City of Salinas has purchased the ShotSpotter FLEX application from SST, Inc.to assist with law enforcement efforts in specified areas of Salinas.  The ShotSpotter FLEX application provides notifications that shots have been fired in certain geographic areas of the city covered by the application.  The shot registrations create notifications through a web site to the Monterey County Emergency Communications Center (MCECC) and to the Salinas Police Department. The City of Salinas, through the Salinas Police Department, has requested that the MCECC provide the technical capability to receive ShotSpotter notifications through the County CAD system which will automatically create a CAD incident for immediate transmittal of the information to Salinas Police Department field units. The current TriTech CAD system can provide the interface between ShotSpotter FLEX application and the County CAD system.

 

In December 2016, the MOU approved by the Monterey County Board of Supervisors between the County and the City of Salinas approved the purchase and maintenance of the ShotSpotter FLEX interface.  The Interface will be implemented as a separate deliverable from the original TriTech CAD contract and will be invoiced and funded separately from the CAD project that was purchased in conjunction with all User Agencies.  The ShotSpotter FLEX application Interface will be added to the County CAD system following final system acceptance.

 

OTHER AGENCY INVOLVEMENT:

The implementation of the ShotSpotter FLEX interface will have no impact on the other agencies serviced by MCECC or on the County General Fund. The MCECC governing boards, consisting of representatives of the member agencies, have been made aware of this implementation.  County Counsel has approved Amendment No. 2 as to form.

 

FINANCING:

Per the MOU, the City of Salinas has agreed to reimburse the County for installation and maintenance of the Inform CAD ShotSpotter interface and all ShotSpotter services.  The City of Salinas has signed the TriTech quote for installation and maintenance of the Inform CAD ShotSpotter interface, confirming its agreement to bear this cost.  The City of Salinas is responsible for all costs associated with ShotSpotter monitoring and CAD incident management, to include all hardware, software and ongoing ShotSpotter Flex support and maintenance costs.

 

The MOU further provides that the City of Salinas will reimburse the County in the amount of $75,684 to compensate for the cost of installation and maintenance of the Inform CAD interface.  Additionally, all ShotSpotter equipment, its components, ongoing ShotSpotter Flex support and maintenance costs will be itemized and included in the annual City of Salinas Dispatch Billing Invoice which will be processed at the close of the current fiscal year.
