RECOMMENDATION:
Approve and authorize the Contracts/Purchasing Officer, or Contracts/Purchasing Supervisor, to sign Amendment Number 8 to the non-standard Maintenance Service Supplement between the County of Monterey and Zetron, Inc., to extend the term one additional year, through June 30, 2017, in an amount not to exceed $50,256.80, for the period of July 1, 2016 through June 30, 2017.
SUMMARY/ DISCUSSION:
On November 22, 2006, Monterey County, through its Emergency Communications Department (ECD), contracted with Zetron, Inc. to provide maintenance of ECD’s ACOM radio console system used for public safety radio dispatch operations. Since then, the non-standard agreement with Zetron, Inc. has been extended as ECD works to establish a new radio console system.
Zetron Inc’s current ACOM console system will be decommissioned with the installation of the Next Generation (NGEN) / Harris Radio System in 2017. Based on the upcoming switch to the NGEN System, Zetron, Inc. has initiated Amendment Number 8, as opposed to drafting a new contract. This extension of the Maintenance Service Supplement provides for a cancellation clause upon ninety (90) days written notice to factor in and facilitate the decommission process of the ACOM radio console system and switch to the NGEN/Harris Radio System. This extension of the Maintenance Services Supplement adds up to an additional year of maintenance service through fiscal year 2017 and corresponding compensation, so that decommission of the ACOM radio console can occur and to provide for continuity of service.
Non-standard terms to the Maintenance Services Supplement with Zetron Inc. remain unchanged. The Director of ECD recommends that the Board continue its acceptance of the non-standard terms for the short time remaining until the ACOM radio console system is no longer used by the County.
OTHER AGENCY INVOLVEMENT:
County Counsel cannot approve continuation of non-standard contract terms. Risk does not approve non-standard insurance and indemnity provisions.
FINANCING:
The funds for the amendment of this contract are included in the Emergency Communications Department annual budget.
