RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Consider continuing the calendar year 2021 assignments of members of the Board of Supervisors and County staff to serve on boards, committees, and commissions into calendar year 2022 until such time as the Board has a policy discussion regarding how the appointments are made and makes changes to those assignments; with appointments to Board Standing Committees in effect through February 8, 2022, appointments to Board Ad Hoc Committees in effect through December 31, 2022, and appointments to all other agencies, JPAs and miscellaneous appointments through March 31, 2022; and,
b. Consider approving reconstitution of certain Board Ad Hoc Committees with termination criteria.
SUMMARY/DISCUSSION:
No current County Code provision or Board of Supervisors’ Policy exists to provide direction on the annual appointment of Board Members or staff to various Board committees and external agencies. The Board’s past practice at the beginning of each calendar year has been for the incoming Chair of the Board of Supervisors to propose the appointment of Board members to serve on a variety of standing and ad hoc committees of the Board, and also to a number of external boards, committees, commissions and other governmental entities which require representation of the County by a member of the Board of Supervisors or staff. These appointments have generally remained in place for the calendar year unless and until modified by subsequent action by the Board.
It is recommended that the appointments for calendar year 2021 continue into calendar year 2022 to allow the Board to have a policy discussion on how these assignments are made before finalizing the 2022 appointments. The interim appointments will be in effect as follows:
- Board Standing Committees: Interim appointments in effect through February 8, 2022;
- Board Ad Hoc Committees: 2022 appointments in effect through December 31, 2022; and
- Other Agencies, JPAs and Miscellaneous: Interim appointments through March 31, 2022.
Board Ad Hoc Committees:
Ad hoc committees are periodically established by the Board of Supervisors to address a single subject for a limited duration of time, generally one-year or less. On May 18 and June 8, 2021, the Board took action to terminate certain Ad Hoc Committees and continue others with terms ending on December 31, 2021. On December 21, 2021, the Board formed the Housing Authority Ad Hoc Committee.
According to the above policy, the following two ad hoc committees have been disbanded as of December 31, 2021, and are not recommended for reconstitution:
1. Fire and Emergency Medical Services Ad Hoc Committee
2. Natividad Medical Center Strategic Objectives Ad Hoc Committee
Because they have been disbanded as of December 31, 2021, it is recommended that the following ad hoc committees be reconstituted, and criteria be established for their termination as follows:
1. Animal Services Ad Hoc Committee - earlier of 12/31/22 or completion of an animal services agreement.
2. COVID-19 Agricultural Ad Hoc Committee - earlier of termination of Governor’s State of Emergency for the COVID-19 pandemic or 12/31/22.
3. COVID-19 Communications Ad Hoc Committee - earlier of termination of Governor’s State of Emergency for the COVID-19 pandemic or 12/31/22.
4. COVID-19 Hospitality Ad Hoc Committee - earlier of termination of Governor’s State of Emergency for the COVID-19 pandemic or 12/31/22.
5. Downtown MOU Ad Hoc Committee - earlier of 12/31/22 or upon agreement on modifications to the MOU.
6. Housing Authority Ad Hoc Committee - term ending 12/31/22.

OTHER AGENCY INVOLVEMENT:
The County Administrative Office prepared this report in coordination with the incoming Chair of the Board of Supervisors (District 5).
FINANCING:
There are no financial impacts to the General Fund which result from the Board receiving this report. Costs related to the operation of various boards, committees and commissions are funded in the appropriate departmental budget related to their operations.
