RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt Plans and Special Provisions for the Bradley Road Bridge Scour Repair Project, project No. 3852; and
b. Authorize the Public Works, Facilities & Parks Director to advertise the “Notice to Bidders” in the Monterey County Weekly.
SUMMARY/DISCUSSION:
The County of Monterey (County) Public Works, Facilities & Parks (PWFP) proposes to implement the Bradley Road Bridge Scour Repair Project (Project) to address existing scour issues by installing scour countermeasures to protect the Bradley Road Bridge (bridge) piers that are currently exposed due to scour (Bridge No. 44C-0050).
The Bradley Road Bridge is located approximately 5 miles north of the Monterey County/San Luis Obispo County border, just west of Bradley and approximately ¼-mile east of Highway 101 in an unincorporated portion of Monterey County.
In compliance with the California Environmental Quality Act (CEQA), PWFP filed an Initial Study Mitigated Negative Declaration (IS/MND) on March 25, 2020. Also, Caltrans, as the designated lead for the National Environmental Policy Act (NEPA), determined that the Project is categorically excluded from having to prepare an Environmental Assessment (EA) or an Environmental Impact Statement (EIS). Caltrans approved the NEPA Categorical Exemption/Categorical Exclusion Determination on August 21, 2018.
The bid opening is set for April 14, 2022, at 3:00 p.m., in the Board of Supervisors’ Board Chambers, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, California 93901. Project construction is scheduled to begin in June 2022.
Adopting the Plans and Special Provisions and authorizing the PWFP Director to advertise the Project will allow PWFP to proceed with the construction phase of the Project and solicit construction bids. PWFP will return to the Board after opening bids and determining the lowest responsible bidder to award the Project.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel-Risk Management, and Auditor-Controller have reviewed and approved the Special Provisions as to form and insurance and indemnification provisions, and fiscal provisions, respectively.
FINANCING:
The total estimated Project cost including engineering design, environmental documentation and permitting, right-of-way, and construction is $7,508,722.
The Project is funded mostly through the Federal Highway Bridge Rehabilitation Program (HBRR) in the amount of $6,453,197. The federal funds require a 11.43% local match that will be provided by State Toll Credits Fund ($861,250) and Measure X funds ($194,274). See Attachment B for further details on the Project budget.
However, given programming funding constraints the federal funds for the construction phase will not be available until the beginning of next federal fiscal year (October 2022) and thus the Road Fund will need to cash flow the Project construction expenses until October 2022. The HBRR funding will reimburse the Road Fund in FY 2022-2023 federal fiscal year for project expenditures cash flowed by local Road Fund revenue streams. The amount to cashflow pending reimbursement is estimated at $1.07 million. There are currently sufficient appropriations in the adopted FY 2021-22 Road Fund 002, Appropriation Unit PFP 004 budget to finance the construction phase of the Project.

The Project will address existing scour issues by installing scour countermeasures to protect the Bradley Road Bridge piers that are currently exposed due to scour. The recommended action supports the following Board of Supervisors’ Strategic Initiatives:
