Approve and authorize the Director of Health Services or designee to sign a Standard Agreement (Agreement) with Montellese Chiropractic PC (Montellese) to arrange for and furnish the services of duly qualified and licensed chiropractor(s), with a term of two years of June 23, 2026 to June 30, 2028 and a contract amount not to exceed $880,000; and
b. Authorize the Director of Health Services or designee to sign up to three future amendments to this Agreement where each amendment does not exceed 10% ($88,000) of the total contract amount and does not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to sign a Standard Agreement (Agreement) with Montellese Chiropractic PC (Montellese) to arrange for and furnish the services of duly qualified and licensed chiropractor(s), with a term of two years of June 23, 2026 to June 30, 2028 and a contract amount not to exceed $880,000; and

SUMMARY:
The County of Monterey Health Department Clinic Services Bureau (Clinic Services) operates twelve community clinic sites designated as Federally Qualified Health Centers (FQHCs) which provide preventive, primary, and specialty medical care services, including chiropractic services.
Approval of this Agreement with Montellese Chiropractic will allow chiropractic care with a focus on serving low-income, uninsured, and underserved Clinic Services patients, offering a drug-free approach to health and wellness for individuals who might otherwise have limited or no access to such services.
DISCUSSION:
The Health Department Clinic Services Bureau (Clinic Services) operates twelve community clinic sites designated as Federally Qualified Health Centers (FQHCs) which provide preventive, primary, and specialty medical care services.
In response to a 2024 patient survey, Clinic Services began offering on-site chiropractic care at Seaside Family Health Center through contracted, licensed practitioners as a pilot program. The pilot was successful, well received by patients, and reinforced the community need for chiropractic care.
The need for chiropractic services continues, and more providers are needed to keep up with patient demand. Approval of this Agreement will increase access to chiropractic services and further meet the growing demand for accessible, non-pharmaceutical care options for Clinic Services patients.
This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 2. Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services. It also supports the following of the ten essential public health services, specifically: 4. Mobilize community partnerships and action to identify and solve health problems, and 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel and Auditor-Controller have reviewed this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
There will be no impact to the General Fund resulting from approval of this Agreement. There are sufficient appropriations in the Health Department’s FY 2025-26 Adopted Budget (001-4000-HEA007). Appropriations for future years will be included in the respective FY’s Requested Budget. This Agreement is funded by revenues generated from Medi-Cal and Medicare reimbursements.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
Approval of this agreement will allow expansion of chiropractic services to further meet the growing demand for accessible, non-pharmaceutical care options, aligning with the Strategic Goal of Well-Being and Quality of Life.
