RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Information Technology Department to execute a non-standard “Authorization To Order” under the California Department of Technology CALNET  Agreement with Verizon Communications, Incorporated for Cellular Voice and Data (CVD) Services, Agreement Number C4-CVD-19-001-03, Category 19, Sub-Category 19.1- Cellular Business Services, and Sub-Category 19.2- First Responders Cellular Services, and any other service categories offered by this carrier or contract for a term beginning on January 12, 2021 and ending May 22, 2023; and

b. Authorize the Director of Information Technology Department to sign up to two (2) two-year extensions to the Agreement, subject to County Counsel review, under similar terms and conditions of the Agreement; and

c. SUMMARY:

Execution of an “Authorization to Order Under the State Agreement” under the current California Department of Technology CALNET  Agreement contract C4-CVD-19-001-03 will allow the County to utilize Wireless Voice Calling Plans, Wireless Voice & Data Bundled Plans, Wireless Data Plans, Machine-to-Machine/Telemetry Plans, and additional Wireless Services provided by Verizon Communications, Incorporated at reduced prices.

 

DISCUSSION:

California Network and Telecommunications (CALNET) Program is focused on providing services that meet the State's complex and critical telecommunications and network business needs. As the result of extensive bidding process conducted by the State of California, the Board of Supervisors has authorized the County to enter CALNET Agreements with the major telecommunication providers who agree to provide local jurisdictions such as the County with the option to join and thereby receive the benefit of a variety of services at a discount.

 

In 2019, Verizon Communications, Incorporated and the State of California entered into CALNET Statewide Contract C4-CVD-19-001-03 for the following services and terms. The State may, at its sole option, elect to extend the Contract term for up to the number of additional periods of two (2) years as indicated below:

The Board’s authorization to execute the recommended “Authorization to Order (ATO) Under State Agreement” for Verizon’s Cellular Business services, and First Responder Cellular services will permit the County to benefit from volume pricing on telecommunication services negotiated by the State of California in the CALNET Agreement. The categories referenced (19.1, 19.2) under CALNET are for the purpose of ordering voice and data services through carrier grade technologies. These services cover: cellular, hotspots, site connectivity, and first responder services. 

Ordering services under this Agreement will allow the County to preserve resources and promote optimization of available funding. The Director of Information Technology recommends that the Board approve and authorize the use of this telecommunications procurement vehicle. 

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed the CALNET agreement and associated documents and the Authorization to Order form.  Although non-standard, the contract terms are relatively protective of the State of California and therefore, by extension, would be protective of County interests.

 

FINANCING:

This request requires no additional funding for FY 2020-21. Any funds for future required services will be included in each respective Departments fiscal year budget submittal according to that Department’s individual needs. Transactions relating to future fiscal years will be included in each respective County Department’s Recommended Budget for the applicable time period.  Should funding be reduced and/or terminated, the County may terminate this agreement by giving thirty (30) days written notice of such action to Vendor.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The execution of the proposed Authorization to Order furthers the efficient administration of County business by enabling the purchase of services and products that are necessary for the operation of the County’s wireless telecommunications, at a significant discount.  The execution of the proposed Authorization to Order furthers the update and maintenance of the County’s technological infrastructure.
